Narrative:

At 1000 ft clean-up altitude on the departure; I was the PF and had turned the aircraft to the left to intercept the radial and thought I called for flaps 1 degree; climb thrust. I made the call at the same time tower handed us off to departure control. We entered IMC at approximately 300 ft and were IMC at the time. I did not verify the captain (pilot monitoring) selected flaps 1 degree. At approximately 180 KTS; 14 degrees nose high; the stall warning symbol appeared at approximately 12 degrees and I got a momentary stick shaker. I immediately released back pressure to approximately 10 degrees and stick shaker ceased (less than 1 second). I said something to the effect of 'what the' and the captain looked over and said the flaps were fully retracted. I do not remember if I had inadvertently called for flaps up instead of flaps 1 degree and I remember using hand signals in addition to calling for the flap repos since ATC was talking at the same time and I held up 1 finger for 'flaps 1 degree' and motioned forward for 'climb thrust.' I don't know if that motion was misinterped as 'flaps up.' after reducing back pressure and stick shaker terminating (less than 1 second) aircraft accelerated and climbed normally. No other adverse indications were encountered. It is common for tower to switch us to departure control at 1000 ft at most airports which is where the aircraft is being reconfigured. Reconfiguring at 1000 ft is also common among most carriers; so I don't really know what could be done.

Narrative: AT 1000 FT CLEAN-UP ALT ON THE DEP; I WAS THE PF AND HAD TURNED THE ACFT TO THE L TO INTERCEPT THE RADIAL AND THOUGHT I CALLED FOR FLAPS 1 DEG; CLB THRUST. AT APPROX 180 KTS; 14 DEGS NOSE HIGH; THE STALL WARNING SYMBOL APPEARED AT APPROX 12 DEGS AND I GOT A MOMENTARY STICK SHAKER. I IMMEDIATELY RELEASED BACK PRESSURE TO APPROX 10 DEGS AND STICK SHAKER CEASED (LESS THAN 1 SECOND). I SAID SOMETHING TO THE EFFECT OF 'WHAT THE' AND THE CAPT LOOKED OVER AND SAID THE FLAPS WERE FULLY RETRACTED. I DO NOT REMEMBER IF I HAD INADVERTENTLY CALLED FOR FLAPS UP INSTEAD OF FLAPS 1 DEG AND I REMEMBER USING HAND SIGNALS IN ADDITION TO CALLING FOR THE FLAP REPOS SINCE ATC WAS TALKING AT THE SAME TIME AND I HELD UP 1 FINGER FOR 'FLAPS 1 DEG' AND MOTIONED FORWARD FOR 'CLB THRUST.' NO OTHER ADVERSE INDICATIONS WERE ENCOUNTERED. IT IS COMMON FOR TWR TO SWITCH US TO DEP CTL AT 1000 FT AT MOST ARPTS WHICH IS WHERE THE ACFT IS BEING RECONFIGURED. RECONFIGURING AT 1000 FT IS ALSO COMMON AMONG MOST CARRIERS; SO I DON'T REALLY KNOW WHAT COULD BE DONE.
