Narrative:

I was hand-flying with autothrottles off on a visual approach to runway xxl. We got an 'ECAM F/control slats locked and wingtip brk on.' the captain told tower that we had to go around due to a flight control problem. Tower gave us go around instructions to fly runway heading and maintain 3000 ft. We were already at 3000 ft; so we did a level go around and brought the gear up while increasing speed to 180 KTS. We were given another heading assignment and handed off to departure control. We asked departure control to clear us to 8000 ft and vectors east of ZZZ while we worked on the problem. Captain handled the ECAM/irregular procedures; talked to the flight attendants and sent a message to dispatch. I hand flew the airplane and handled communications with ATC. We declared an emergency and asked ATC to have emergency equipment standing by. We also requested a visual approach to runway xxr for the extended runway length. We completed the visual approach to runway xxr and proceeded to the gate without further incident.

Title: A320 ECAM INDICATED THAT THE SLATS WERE LOCKED WHILE ON FINAL APCH. GAR WAS INITIATED TO TROUBLESHOOT AND COMPLETE CHECKLISTS. FLT RETURNED FOR EMER LNDG.

Narrative: I WAS HAND-FLYING WITH AUTOTHROTTLES OFF ON A VISUAL APCH TO RWY XXL. WE GOT AN 'ECAM F/CTL SLATS LOCKED AND WINGTIP BRK ON.' THE CAPT TOLD TWR THAT WE HAD TO GO AROUND DUE TO A FLT CTL PROB. TWR GAVE US GAR INSTRUCTIONS TO FLY RWY HDG AND MAINTAIN 3000 FT. WE WERE ALREADY AT 3000 FT; SO WE DID A LEVEL GAR AND BROUGHT THE GEAR UP WHILE INCREASING SPD TO 180 KTS. WE WERE GIVEN ANOTHER HDG ASSIGNMENT AND HANDED OFF TO DEP CTL. WE ASKED DEP CTL TO CLR US TO 8000 FT AND VECTORS E OF ZZZ WHILE WE WORKED ON THE PROB. CAPT HANDLED THE ECAM/IRREGULAR PROCS; TALKED TO THE FLT ATTENDANTS AND SENT A MESSAGE TO DISPATCH. I HAND FLEW THE AIRPLANE AND HANDLED COMS WITH ATC. WE DECLARED AN EMER AND ASKED ATC TO HAVE EMER EQUIP STANDING BY. WE ALSO REQUESTED A VISUAL APCH TO RWY XXR FOR THE EXTENDED RWY LENGTH. WE COMPLETED THE VISUAL APCH TO RWY XXR AND PROCEEDED TO THE GATE WITHOUT FURTHER INCIDENT.
