Narrative:

A serious trend is developing where pilots of all aircraft/airlines are foregoing using steps to help prevent an unsafe situation or worse. These are some examples of what is happening: while taxiing or crossing runways not using anti-collision lights or any lights (ie; logo; etc) at all; only the red rotating beacon on aircraft as specified above at night. Not reading back lahso clrncs correctly or 'hold' instructions between runways. Controllers make multiple attempts to correct the mistake or laziness on part of the pilots some of whom are arrogant and still won't read it back just for the sake of not reading it back. Seen numerous situations of tension from pilots to controllers because they don't like that we have to 'control' them. Reading back of call signs another. Give a control instruction and you get an answer remark like...'ok.' go back to pilot and say; 'please use call sign' and get a smart remark on occasion. The system is degrading quickly over the yrs. Sometimes I think pilots think; like in the situation of using anti-collision lights; that we controllers don't need to see it or that we are not part of the system or they are too busy not worrying about ATC. Try seeing an air carrier B767 cross a runway with no lights at night with the backdrop of all the cities; you can't. I get the feeling pilots think we are there only as a nuisance and that they can do it all alone without our help. Dangerous. I suggest bulletins; NOTAMS; anything to get across to the pilots that we controllers are there for a reason and it is time for pilots to get back to the basics of what is required interaction (know why we do what we do or why they must say what we want them to say) between pilots and controllers. Otherwise; get rid of the controllers and let the pilots have their 'free flight' and see what happens; thank you. I agree with most in the transportation industry that it's more concrete (runways) that is needed to alleviate the system; not more updated equipment and the airspace system is fine and can handle more runways!

GIVE A CTL INSTRUCTION AND YOU GET AN ANSWER REMARK LIKE...'OK.' GO BACK TO PLT AND SAY; 'PLEASE USE CALL SIGN' AND GET A SMART REMARK ON OCCASION. THE SYS IS DEGRADING QUICKLY OVER THE YRS. TRY SEEING AN ACR B767 CROSS A RWY WITH NO LIGHTS AT NIGHT WITH THE BACKDROP OF ALL THE CITIES; YOU CAN'T. I GET THE FEELING PLTS THINK WE ARE THERE ONLY AS A NUISANCE AND THAT THEY CAN DO IT ALL ALONE WITHOUT OUR HELP. DANGEROUS. I SUGGEST BULLETINS; NOTAMS; ANYTHING TO GET ACROSS TO THE PLTS THAT WE CTLRS ARE THERE FOR A REASON AND IT IS TIME FOR PLTS TO GET BACK TO THE BASICS OF WHAT IS REQUIRED INTERACTION (KNOW WHY WE DO WHAT WE DO OR WHY THEY MUST SAY WHAT WE WANT THEM TO SAY) BTWN PLTS AND CTLRS. OTHERWISE; GET RID OF THE CTLRS AND LET THE PLTS HAVE THEIR 'FREE FLT' AND SEE WHAT HAPPENS; THANK YOU. I AGREE WITH MOST IN THE TRANSPORTATION INDUSTRY THAT IT'S MORE CONCRETE (RWYS) THAT IS NEEDED TO ALLEVIATE THE SYS; NOT MORE UPDATED EQUIP AND THE AIRSPACE SYS IS FINE AND CAN HANDLE MORE RWYS!
