Narrative:

WX at sbgr low IFR. We were assigned holding for approximately 30 mins at en route fix. During holding we set up and briefed ILS CAT ii approach to runway 9R; which we had used for instrument approach previous morning. We departed fix on vectors and were never on any portion of STAR. Workload was high due to volume of traffic and poor WX. After considerable vectoring we were assigned heading to intercept final approach course and cleared for the approach; without mention of runway. On the intercept heading we had no valid identify on the ILS for runway 9R and requested clarification from approach. They told us to turn left and intercept and fly the approach to runway 9L. At this point there was inadequate time to set up and properly brief approach for runway 9L and because we were now above the GS for runway 9L; an attempt to fly that approach would have likely resulted in an unstable approach. We discontinued the approach; notified approach control and initiated a missed approach. We were vectored back and completed normal ILS to runway 9L.

Title: ACR FLT CREW ASSUMES THEY ARE BEING VECTORED FOR ILS RWY 9R AT SBGR WHILE RWY 9L IS THE ACTIVE ILS. MISSED APCH ENSUES WITH VECTORS BACK FOR ILS RWY 9L.

Narrative: WX AT SBGR LOW IFR. WE WERE ASSIGNED HOLDING FOR APPROX 30 MINS AT ENRTE FIX. DURING HOLDING WE SET UP AND BRIEFED ILS CAT II APCH TO RWY 9R; WHICH WE HAD USED FOR INSTRUMENT APCH PREVIOUS MORNING. WE DEPARTED FIX ON VECTORS AND WERE NEVER ON ANY PORTION OF STAR. WORKLOAD WAS HIGH DUE TO VOLUME OF TFC AND POOR WX. AFTER CONSIDERABLE VECTORING WE WERE ASSIGNED HDG TO INTERCEPT FINAL APCH COURSE AND CLRED FOR THE APCH; WITHOUT MENTION OF RWY. ON THE INTERCEPT HDG WE HAD NO VALID IDENT ON THE ILS FOR RWY 9R AND REQUESTED CLARIFICATION FROM APCH. THEY TOLD US TO TURN L AND INTERCEPT AND FLY THE APCH TO RWY 9L. AT THIS POINT THERE WAS INADEQUATE TIME TO SET UP AND PROPERLY BRIEF APCH FOR RWY 9L AND BECAUSE WE WERE NOW ABOVE THE GS FOR RWY 9L; AN ATTEMPT TO FLY THAT APCH WOULD HAVE LIKELY RESULTED IN AN UNSTABLE APCH. WE DISCONTINUED THE APCH; NOTIFIED APCH CTL AND INITIATED A MISSED APCH. WE WERE VECTORED BACK AND COMPLETED NORMAL ILS TO RWY 9L.
