Narrative:

We were instructed to slow to 210 KTS for the initial descent into ZZZ. As we descended to 11000 ft; I elected to begin configuring. As soon as F1 was selected the 'slats locked' message appeared under the flap indicator; along with the associated ECAM. The slats indicator was out; but 'orange;' confirming the message. We progressed with the ECAM advising approach we would need time; and ATC vectored the aircraft within the approach area. The ECAM progressed and we were able to select the flaps to the directed F3 confign yielding a final confign of no slats/F3; for landing. The landing distance was computed to be approximately 6600 ft with the correction of +25K. After the ECAM was completed and dispatch concurrence; we commenced the approach. The purser was advised of our situation and I requested she complete the cabin advisory procedures. We declared an emergency with ATC with approximately 1 hour fuel remaining due to the high final approach speed; wet runway; and approximately only 7500 ft of available runway. Approach and subsequent landing were uneventful to the ILS xx with medium autobrakes selected. No further problems were apparent after landing; so the aircraft was taxied to the gate. The fire department; our flight attendants and 2 maintenance personnel were debriefed completely on the incident with no further questions from any party.

Title: SLATS LOCKED ECAM MSG RESULTS IN EMERGENCY DECLARATION AND SAFE LANDING FOR A319 FLT CREW.

APCH AND SUBSEQUENT LNDG WERE UNEVENTFUL TO THE ILS XX WITH MEDIUM AUTOBRAKES SELECTED. NO FURTHER PROBS WERE APPARENT AFTER LNDG; SO THE ACFT WAS TAXIED TO THE GATE. THE FIRE DEPT; OUR FLT ATTENDANTS AND 2 MAINT PERSONNEL WERE DEBRIEFED COMPLETELY ON THE INCIDENT WITH NO FURTHER QUESTIONS FROM ANY PARTY.
