Narrative:

I was in a flight of 2 C170's. My aircraft was #2 and the other was lead. After a formation briefing on the ground at ZZZ we took off on runway 25 with about a 1-MIN interval. We joined up after takeoff and headed to our intended destination ZZZ1 for lunch. At about 12 mi out; lead listened to AWOS and got the winds and WX. Winds were from 190 degrees at 06 KTS; favoring runway 13. Lead made radio calls at 6 mi; entering a 45 degrees to right downwind for runway 13; base; and final. We were #2 in the pattern as there was a mooney to the northwest who entered a right base for runway 13. We talked to him approaching the airport to make sure we knew his location. We had him visually on his final; as we were on right downwind for runway 13. As we had briefed on the ground; we were making a low approach to the runway and would separate on the departure leg with lead making a right turn to crosswind and #2 extending departure leg before turning crosswind for separation. I was on lead's left wing to make the right turn to separate. Once we were over the runway and about 1000 ft past the threshold and 200 ft AGL; the lead pilot; and I saw at about the same time a cessna high wing aircraft on short final for runway 31! Lead added power and climbed; turning to the right away from me and I climbed and turned slightly to the left. We made our separation as planned; turned crosswind; downwind; base and final for runway 13 and made normal lndgs on runway 13. The lead aircraft exited via the second taxiway before I touched down and made the first taxiway. In the restaurant; the pilot and passenger of the mooney; who landed before us; asked if the pilot of high wing cessna had talked to us. We told them no. We talked to the FBO operator on duty for the day and were told that the high wing cessna had called via a cell phone while airborne. He was having electrical difficulties and was radio out. He did not declare an emergency. The FBO said the phone call was not a good connection and he had difficulty understanding the pilot. We were told that the pilot of the high wing cessna had come over and talked to the FBO operator; unknown to us; while we were having lunch. He was upset with the FBO that he did not clear the pattern for him; as he was radio out. The FBO told him he did not have that authority/authorized; as ZZZ1 is an uncontrolled field. The pilot had made a straight in approach and landing to runway 31 with a tailwind and made no attempt to determine if there was other traffic in the pattern and what direction they were landing. I feel he was negligent. He thought he should have priority landing and failed to fly safely. The FBO told us that the pilot of high wing cessna was filing a report about the incident. Had we not taken evasive action and or had high wing cessna gone around; this incident could have had dire consequences.

WE TALKED TO HIM APCHING THE ARPT TO MAKE SURE WE KNEW HIS LOCATION. WE HAD HIM VISUALLY ON HIS FINAL; AS WE WERE ON R DOWNWIND FOR RWY 13. AS WE HAD BRIEFED ON THE GND; WE WERE MAKING A LOW APCH TO THE RWY AND WOULD SEPARATE ON THE DEP LEG WITH LEAD MAKING A R TURN TO XWIND AND #2 EXTENDING DEP LEG BEFORE TURNING XWIND FOR SEPARATION. I WAS ON LEAD'S L WING TO MAKE THE R TURN TO SEPARATE. ONCE WE WERE OVER THE RWY AND ABOUT 1000 FT PAST THE THRESHOLD AND 200 FT AGL; THE LEAD PLT; AND I SAW AT ABOUT THE SAME TIME A CESSNA HIGH WING ACFT ON SHORT FINAL FOR RWY 31! LEAD ADDED PWR AND CLBED; TURNING TO THE R AWAY FROM ME AND I CLBED AND TURNED SLIGHTLY TO THE L. WE MADE OUR SEPARATION AS PLANNED; TURNED XWIND; DOWNWIND; BASE AND FINAL FOR RWY 13 AND MADE NORMAL LNDGS ON RWY 13. THE LEAD ACFT EXITED VIA THE SECOND TXWY BEFORE I TOUCHED DOWN AND MADE THE FIRST TXWY. IN THE RESTAURANT; THE PLT AND PAX OF THE MOONEY; WHO LANDED BEFORE US; ASKED IF THE PLT OF HIGH WING CESSNA HAD TALKED TO US. WE TOLD THEM NO. WE TALKED TO THE FBO OPERATOR ON DUTY FOR THE DAY AND WERE TOLD THAT THE HIGH WING CESSNA HAD CALLED VIA A CELL PHONE WHILE AIRBORNE. HE WAS HAVING ELECTRICAL DIFFICULTIES AND WAS RADIO OUT. HE DID NOT DECLARE AN EMER. THE FBO SAID THE PHONE CALL WAS NOT A GOOD CONNECTION AND HE HAD DIFFICULTY UNDERSTANDING THE PLT. WE WERE TOLD THAT THE PLT OF THE HIGH WING CESSNA HAD COME OVER AND TALKED TO THE FBO OPERATOR; UNKNOWN TO US; WHILE WE WERE HAVING LUNCH. HE WAS UPSET WITH THE FBO THAT HE DID NOT CLR THE PATTERN FOR HIM; AS HE WAS RADIO OUT. THE FBO TOLD HIM HE DID NOT HAVE THAT AUTH; AS ZZZ1 IS AN UNCTLED FIELD. THE PLT HAD MADE A STRAIGHT IN APCH AND LNDG TO RWY 31 WITH A TAILWIND AND MADE NO ATTEMPT TO DETERMINE IF THERE WAS OTHER TFC IN THE PATTERN AND WHAT DIRECTION THEY WERE LNDG. I FEEL HE WAS NEGLIGENT. HE THOUGHT HE SHOULD HAVE PRIORITY LNDG AND FAILED TO FLY SAFELY. THE FBO TOLD US THAT THE PLT OF HIGH WING CESSNA WAS FILING A RPT ABOUT THE INCIDENT. HAD WE NOT TAKEN EVASIVE ACTION AND OR HAD HIGH WING CESSNA GONE AROUND; THIS INCIDENT COULD HAVE HAD DIRE CONSEQUENCES.
