Narrative:

During final approach lda-DME 19 to dca. Low ceiling and strong southwest wind. Cleared for landing at 7-8 mi out. Continued approach; breaking out to visual conditions at 1200 ft. Stable over the river; red over white on the offset VASI at 1000 ft. Started turn towards the runway shifting to primary VASI. At about 700 ft still turning for runway centerline with shifting winds a pilot holding in the block for 19 states 'you have an aircraft on the runway.' this was followed by the tower controller stating 'oh $#%& air carrier X go around.' while these statements were occurring we finished our turn to final; saw the aircraft and executed our go around from about 600 ft to 3000 ft for an additional 10 min rough ride for our second approach and uneventful landing.

Narrative: DURING FINAL APCH LDA-DME 19 TO DCA. LOW CEILING AND STRONG SW WIND. CLRED FOR LNDG AT 7-8 MI OUT. CONTINUED APCH; BREAKING OUT TO VISUAL CONDITIONS AT 1200 FT. STABLE OVER THE RIVER; RED OVER WHITE ON THE OFFSET VASI AT 1000 FT. STARTED TURN TOWARDS THE RWY SHIFTING TO PRIMARY VASI. AT ABOUT 700 FT STILL TURNING FOR RWY CTRLINE WITH SHIFTING WINDS A PLT HOLDING IN THE BLOCK FOR 19 STATES 'YOU HAVE AN ACFT ON THE RWY.' THIS WAS FOLLOWED BY THE TWR CTLR STATING 'OH $#%& ACR X GAR.' WHILE THESE STATEMENTS WERE OCCURRING WE FINISHED OUR TURN TO FINAL; SAW THE ACFT AND EXECUTED OUR GAR FROM ABOUT 600 FT TO 3000 FT FOR AN ADDITIONAL 10 MIN ROUGH RIDE FOR OUR SECOND APCH AND UNEVENTFUL LNDG.
