Narrative:

This is a maintenance issue. This airplane had a problem with the ground spoilers that required locking spoilers #1 and #2 down. We noticed a little extra buffet especially on final approach; and also an increased fuel burn. Upon looking at the plane history today; nov 2007; we found that the procedure for locking down spoilers was not followed correctly by contract maintenance at ZZZ.

Title: AN AIRBUS A319 PILOT REPORTS OF CONTRACT MAINT NOT FOLLOWING PROCEDURES FOR LOCKING DOWN SPOILERS #1 AND #2. THIS CAUSED BUFFETING ON FINAL APPROACH.
