Narrative:

Due to insufficient staffing of the controller in charge position; which is required to operate the tower; I was the only controller in charge in the facility. Being the only controller in charge I would not be able to leave the tower and I would not get a break from position for 7 hours. I contacted my manager and asked her what she wanted me to do. She told me I could take breaks and leave the tower cabin attendant but I would have to remain signed on the controller in charge log. Following these orders indicates that I was performing an official duty when I was not. I believe I was ordered by my manager to falsify a government document.

Title: MCO TWR CTLR; ASSIGNED CIC DUTIES; IS DIRECTED BY MGMNT TO REMAIN SIGNED ON AS CIC DURING BREAKS AWAY FROM OPS AREA BECAUSE OF STAFFING.

Narrative: DUE TO INSUFFICIENT STAFFING OF THE CIC POS; WHICH IS REQUIRED TO OPERATE THE TWR; I WAS THE ONLY CIC IN THE FACILITY. BEING THE ONLY CIC I WOULD NOT BE ABLE TO LEAVE THE TWR AND I WOULD NOT GET A BREAK FROM POS FOR 7 HRS. I CONTACTED MY MGR AND ASKED HER WHAT SHE WANTED ME TO DO. SHE TOLD ME I COULD TAKE BREAKS AND LEAVE THE TWR CAB BUT I WOULD HAVE TO REMAIN SIGNED ON THE CIC LOG. FOLLOWING THESE ORDERS INDICATES THAT I WAS PERFORMING AN OFFICIAL DUTY WHEN I WAS NOT. I BELIEVE I WAS ORDERED BY MY MGR TO FALSIFY A GOV DOCUMENT.
