Narrative:

While working local control east; 2 grounds were open; other local open; training on cabin attendant coordinator; supervisor in tower. South operation; very busy arrival and departure push. Ground controller told me 'you need to get air carrier Y to move up.' I saw air carrier Y who was on taxiway M2; off runway 23; with 2 GA jets behind him; also on M2. I observed runway 23 to be clear of these aircraft; and had air carrier X on final for runway 23; cleared to land. I looked up at the asde X; saw the hold bars up (for air carrier X) and watched him flare to land; then the red alert came up around 'air carrier X.' asde X alerted 'runway 23 occupied.' I saw air carrier X a few ft above the runway at that time alert began.

Narrative: WHILE WORKING LCL CTL E; 2 GROUNDS WERE OPEN; OTHER LCL OPEN; TRAINING ON CAB COORDINATOR; SUPVR IN TWR. S OP; VERY BUSY ARR AND DEP PUSH. GND CTLR TOLD ME 'YOU NEED TO GET ACR Y TO MOVE UP.' I SAW ACR Y WHO WAS ON TXWY M2; OFF RWY 23; WITH 2 GA JETS BEHIND HIM; ALSO ON M2. I OBSERVED RWY 23 TO BE CLR OF THESE ACFT; AND HAD ACR X ON FINAL FOR RWY 23; CLRED TO LAND. I LOOKED UP AT THE ASDE X; SAW THE HOLD BARS UP (FOR ACR X) AND WATCHED HIM FLARE TO LAND; THEN THE RED ALERT CAME UP AROUND 'ACR X.' ASDE X ALERTED 'RWY 23 OCCUPIED.' I SAW ACR X A FEW FT ABOVE THE RWY AT THAT TIME ALERT BEGAN.
