Narrative:

Conducting CAT 1 ILS approach to runway 19R ATIS reporting indef 100 RVR 1800; tower reporting RVR 5000-6000 ft. About the time approaching decision ht noted that GS indicator on HSI 'stuck.' #2 ILS indicator (raw data) indicating several dots high. Hesitated while trying to sort it out. Should have executed immediate missed approach. Began late climb out on missed approach and was late on advising tower of miss (approximately 1.5 mi south of departure end of runway). Vectored around for approach on runway 19L: uneventful approach and landing. Tower supervisor asked for phone call. Was concerned about late call on miss because tower (local) did not know position of aircraft until call. On first indication of equipment malfunction should have executed missed approach and notified ATC.

ABOUT THE TIME APCHING DECISION HT NOTED THAT GS INDICATOR ON HSI 'STUCK.' #2 ILS INDICATOR (RAW DATA) INDICATING SEVERAL DOTS HIGH. HESITATED WHILE TRYING TO SORT IT OUT. SHOULD HAVE EXECUTED IMMEDIATE MISSED APCH. BEGAN LATE CLBOUT ON MISSED APCH AND WAS LATE ON ADVISING TWR OF MISS (APPROX 1.5 MI S OF DEP END OF RWY). VECTORED AROUND FOR APCH ON RWY 19L: UNEVENTFUL APCH AND LNDG. TWR SUPVR ASKED FOR PHONE CALL. WAS CONCERNED ABOUT LATE CALL ON MISS BECAUSE TWR (LCL) DID NOT KNOW POS OF ACFT UNTIL CALL. ON FIRST INDICATION OF EQUIP MALFUNCTION SHOULD HAVE EXECUTED MISSED APCH AND NOTIFIED ATC.
