Narrative:

Initial pre-clearance fuel was 34.7 pounds. I requested an additional 1000 pounds. A second pre-clearance form was produced showing fuel at 35.7 pounds. Upon arriving at the airplane; the actual fuel was 36.2 pounds. A third pre-clearance was issued for a final fuel +1.9 pounds over original pre-clearance. At top of climb and until etp fuel burn was +.4 to +.3. After etp fuel dropped immediately to -.5 and continued to drop at -.5 to -.6 and finally by -.8 pounds. We landed with a final fuel of 8.1 with a flight plan final fuel of 7.6 for a total of +.5 pounds. However; if we had taken the flight with the original fuel; we would have landed with 6.6 or 1000 pounds less than planned. Actual net loss of fuel indicated is -1.4 when all is considered.

UPON ARRIVING AT THE AIRPLANE; THE ACTUAL FUEL WAS 36.2 LBS. A THIRD PRE-CLRNC WAS ISSUED FOR A FINAL FUEL +1.9 LBS OVER ORIGINAL PRE-CLRNC. AT TOP OF CLB AND UNTIL ETP FUEL BURN WAS +.4 TO +.3. AFTER ETP FUEL DROPPED IMMEDIATELY TO -.5 AND CONTINUED TO DROP AT -.5 TO -.6 AND FINALLY BY -.8 LBS. WE LANDED WITH A FINAL FUEL OF 8.1 WITH A FLT PLAN FINAL FUEL OF 7.6 FOR A TOTAL OF +.5 LBS. HOWEVER; IF WE HAD TAKEN THE FLT WITH THE ORIGINAL FUEL; WE WOULD HAVE LANDED WITH 6.6 OR 1000 LBS LESS THAN PLANNED. ACTUAL NET LOSS OF FUEL INDICATED IS -1.4 WHEN ALL IS CONSIDERED.
