Narrative:

Upon landing it took 3 attempts to unlock the #1 thrust reverser. On third attempt it deployed successfully. As other crews have testified numerous times that both the captain and the first officer had difficulty in unlocking the thrust reversers in the -700 aircraft. We once had a bulletin that asked the pilots to report this condition so the DFDR could be reviewed. I notified maintenance upon arrival and made a logbook entry. Line maintenance and maintenance control had no idea that a -700 thrust reverser anomaly was a big deal. Had to write a company report to get the DFDR pulled and reviewed just to have a system investigated. Reinstitute the bulletin that required crews to make a logbook entry anytime they experience any delay in the ability to deploy a thrust reverser.

Title: A B737-700 FLT CREW RPTED DIFFICULTY UNLOCKING A THRUST REVERSER AFTER LNDG.

Narrative: UPON LNDG IT TOOK 3 ATTEMPTS TO UNLOCK THE #1 THRUST REVERSER. ON THIRD ATTEMPT IT DEPLOYED SUCCESSFULLY. AS OTHER CREWS HAVE TESTIFIED NUMEROUS TIMES THAT BOTH THE CAPT AND THE FO HAD DIFFICULTY IN UNLOCKING THE THRUST REVERSERS IN THE -700 ACFT. WE ONCE HAD A BULLETIN THAT ASKED THE PLTS TO RPT THIS CONDITION SO THE DFDR COULD BE REVIEWED. I NOTIFIED MAINT UPON ARR AND MADE A LOGBOOK ENTRY. LINE MAINT AND MAINT CTL HAD NO IDEA THAT A -700 THRUST REVERSER ANOMALY WAS A BIG DEAL. HAD TO WRITE A COMPANY RPT TO GET THE DFDR PULLED AND REVIEWED JUST TO HAVE A SYSTEM INVESTIGATED. REINSTITUTE THE BULLETIN THAT REQUIRED CREWS TO MAKE A LOGBOOK ENTRY ANYTIME THEY EXPERIENCE ANY DELAY IN THE ABILITY TO DEPLOY A THRUST REVERSER.
