Narrative:
On descent to rfd; approach controller cleared us to runway 7. As we made changes to that new runway; the controller changed runway again to runway 19. We were now inside 20 mi and trying to make descent. I selected flight level change at approximately 13500 ft as we made further changes setting up for runway 19. At approximately 9300 ft MSL; I noted we were at 280 KTS. Immediately slowed to 250 KTS.

Narrative: ON DSCNT TO RFD; APCH CTLR CLRED US TO RWY 7. AS WE MADE CHANGES TO THAT NEW RWY; THE CTLR CHANGED RWY AGAIN TO RWY 19. WE WERE NOW INSIDE 20 MI AND TRYING TO MAKE DSCNT. I SELECTED FLT LEVEL CHANGE AT APPROX 13500 FT AS WE MADE FURTHER CHANGES SETTING UP FOR RWY 19. AT APPROX 9300 FT MSL; I NOTED WE WERE AT 280 KTS. IMMEDIATELY SLOWED TO 250 KTS.
