Narrative:

After passing intersection on arrival at 10000 ft; issued clearance back to intersection to hold; efc XA20; due to radar failure at ZZZ. At XA15 it appeared they were taking arrs; then radar failed again with no time of reinstatement. Got new efc XA40. After communication with dispatch and company; diverted to ZZZ1. Center very busy and vectored us out over water; tried to get their attention. Got in contact with approach. Got vectors to ZZZ1. Called minimum fuel at XA33 with 4600 pounds on board; landed with 3900 pounds on board. (Dispatch reserve fuel 4071 pounds.) suggestions: more contingency fuel on aircraft.
