Narrative:
Busy sector; multiple head on climbing and descending and sequencing for many airports. Issued aircraft #2 direct fkn multiple times. Nothing heard. Issued aircraft #1 descent clearance from FL290 to FL230. Turned aircraft #2; 30 degrees to the right. Aircraft never responded; but turned anyways. Aircraft then questioned turn. Aircraft was then instructed 60 degrees turn left. Aircraft turned left into other aircraft. Aircraft #1 should have acknowledged right turn. If this had been done; I would not have tried to turn him left; consequently turning him back into other aircraft.

Title: ZDC CTLR EXPERIENCED OPERROR AT APPROX FL250 DURING HEAVY/COMPLEX TFC WHEN ONE ACFT FAILED TO ACKNOWLEDGE TURN; DELAYING CTLR ACTIONS.
Narrative: BUSY SECTOR; MULTIPLE HEAD ON CLBING AND DSNDING AND SEQUENCING FOR MANY ARPTS. ISSUED ACFT #2 DIRECT FKN MULTIPLE TIMES. NOTHING HEARD. ISSUED ACFT #1 DSCNT CLRNC FROM FL290 TO FL230. TURNED ACFT #2; 30 DEGS TO THE R. ACFT NEVER RESPONDED; BUT TURNED ANYWAYS. ACFT THEN QUESTIONED TURN. ACFT WAS THEN INSTRUCTED 60 DEGS TURN L. ACFT TURNED L INTO OTHER ACFT. ACFT #1 SHOULD HAVE ACKNOWLEDGED R TURN. IF THIS HAD BEEN DONE; I WOULD NOT HAVE TRIED TO TURN HIM L; CONSEQUENTLY TURNING HIM BACK INTO OTHER ACFT.
