Narrative:

On approach at sps today we were vectored in for a visual to runway 35. Instructions were to cross the VOR at or below 2400 ft and depart the VOR on a 115 degree heading to join the runway 35 pattern. After cleared for the approach we were unable to comply with the procedure because of numerous RA and TA's. One was from the northwest heading southeast; another was from the sps pattern heading southeast to northwest; and the next was the same. There were high performance military aircraft inside of the area that we were cleared to descend into on both sides of the airspace. We notified tower of this and they gave us a vector west of the VOR in order to descend after the RA's. After parking; I spoke with the tower on the phone and they said it was approach control's fault. I spoke with approach on the phone and they said it was the tower/military pilot's fault because he violated his procedure. I also learned that neither tower nor approach were talking to this pilot who screwed up because he was speaking to some other supervisor about his gear problem. Someone needs to be able to communicate with these guys when they screw up because our transport category aircraft cannot maneuver to get out of their way.

Title: ACR EXPERIENCED TCAS TA AT 6000 AFTER SPS TRACON ISSUED VISUAL APPROACH CLRNC; ALLEGING MIL PLT AS CONTRIBUTORY TO THE INCIDENT.

Narrative: ON APCH AT SPS TODAY WE WERE VECTORED IN FOR A VISUAL TO RWY 35. INSTRUCTIONS WERE TO CROSS THE VOR AT OR BELOW 2400 FT AND DEPART THE VOR ON A 115 DEG HDG TO JOIN THE RWY 35 PATTERN. AFTER CLRED FOR THE APCH WE WERE UNABLE TO COMPLY WITH THE PROC BECAUSE OF NUMEROUS RA AND TA'S. ONE WAS FROM THE NW HEADING SE; ANOTHER WAS FROM THE SPS PATTERN HEADING SE TO NW; AND THE NEXT WAS THE SAME. THERE WERE HIGH PERFORMANCE MIL ACFT INSIDE OF THE AREA THAT WE WERE CLRED TO DSND INTO ON BOTH SIDES OF THE AIRSPACE. WE NOTIFIED TWR OF THIS AND THEY GAVE US A VECTOR W OF THE VOR IN ORDER TO DSND AFTER THE RA'S. AFTER PARKING; I SPOKE WITH THE TWR ON THE PHONE AND THEY SAID IT WAS APCH CTL'S FAULT. I SPOKE WITH APCH ON THE PHONE AND THEY SAID IT WAS THE TWR/MIL PLT'S FAULT BECAUSE HE VIOLATED HIS PROC. I ALSO LEARNED THAT NEITHER TWR NOR APCH WERE TALKING TO THIS PLT WHO SCREWED UP BECAUSE HE WAS SPEAKING TO SOME OTHER SUPVR ABOUT HIS GEAR PROB. SOMEONE NEEDS TO BE ABLE TO COMMUNICATE WITH THESE GUYS WHEN THEY SCREW UP BECAUSE OUR TRANSPORT CATEGORY ACFT CANNOT MANEUVER TO GET OUT OF THEIR WAY.
