Narrative:

Was issued a clearance that was illegal. Would not accept it. Was pressured to accept it several times. Then took a 1 hour + delay while the rio clearance people came up with yet a new; and equally non flyable clearance. All this was happening because the normal departure SID; marica 1; was being used while mrc VOR was OTS. I had nothing to do with that. But when they started then issuing non flyable and vague 'home made' clrncs; I would not accept that. After we protested the first clearance; clearance changed to another after a lengthy delay. When we then rejected the second; clearance again changed after another lengthy delay and new clearance was given to air carrier Y and others who had been waiting far less than us. So the 'punishment for making trouble' was clearly delivered. Rio controllers are not well versed in english. Their english levels are terrible...as with most of country. The worst part of all of this is that many airlines just accepted the illegal clrncs and took off with them. This is very tempting because of the huge delay you know you will take if you protest anything down here. The whole ATC system here is on the verge of being totally dysfunctional. Problems with all clrncs were that no complete segment or 'transition' was ever given after reaching pcx VOR...there was no way to know how they wanted you to fly to the second fix.

Title: ACR CAPT DESCRIBES INAPPROPRIATE AIRWAYS CLRNCS PROVIDED BY CLRNC DELIVERY AT SBGL WHEN MRC VOR OTS.

Narrative: WAS ISSUED A CLRNC THAT WAS ILLEGAL. WOULD NOT ACCEPT IT. WAS PRESSURED TO ACCEPT IT SEVERAL TIMES. BUT WHEN THEY STARTED THEN ISSUING NON FLYABLE AND VAGUE 'HOME MADE' CLRNCS; I WOULD NOT ACCEPT THAT. AFTER WE PROTESTED THE FIRST CLRNC; CLRNC CHANGED TO ANOTHER AFTER A LENGTHY DELAY. WHEN WE THEN REJECTED THE SECOND; CLRNC AGAIN CHANGED AFTER ANOTHER LENGTHY DELAY AND NEW CLRNC WAS GIVEN TO ACR Y AND OTHERS WHO HAD BEEN WAITING FAR LESS THAN US. SO THE 'PUNISHMENT FOR MAKING TROUBLE' WAS CLRLY DELIVERED. RIO CTLRS ARE NOT WELL VERSED IN ENGLISH. THEIR ENGLISH LEVELS ARE TERRIBLE...AS WITH MOST OF COUNTRY. THE WORST PART OF ALL OF THIS IS THAT MANY AIRLINES JUST ACCEPTED THE ILLEGAL CLRNCS AND TOOK OFF WITH THEM. THIS IS VERY TEMPTING BECAUSE OF THE HUGE DELAY YOU KNOW YOU WILL TAKE IF YOU PROTEST ANYTHING DOWN HERE. THE WHOLE ATC SYSTEM HERE IS ON THE VERGE OF BEING TOTALLY DYSFUNCTIONAL. PROBLEMS WITH ALL CLRNCS WERE THAT NO COMPLETE SEGMENT OR 'TRANSITION' WAS EVER GIVEN AFTER REACHING PCX VOR...THERE WAS NO WAY TO KNOW HOW THEY WANTED YOU TO FLY TO THE SECOND FIX.
