Narrative:

After having to take the controls 2 times in the previous day; with numerous speed deviations and lack of aircraft control; first officer was flying us from ZZZ-ZZZ1; we were assigned the abc arrival and to cross abc at 11000 ft and 250 KTS. The descent was initiated by first officer and 11000 ft was preselected in the autoplt; verified by both him and myself; I left frequency to get a gate assignment from company; returned to frequency; and center told us to contact approach. When checking on; announced out of 10400 ft for 11000 ft; that's when I noticed the altitude preselect had been changed. He said he had second guessed himself and thought it was supposed to be 10000 ft and changed it without verification or even asking me; the captain. He had also been the one that had reviewed the arrival; and placed the 250/11000 in the FMS; which now depicted it on the pfd. We quickly advised ATC and climbed back to 11000 ft; no other notable incidents during the approach and landing except for lack of airspeed control (-10 to +25). When I got back to the crew room in ZZZ1; another captain confirmed the same situations with the first officer. I spoke with our chief pilot; and he was going to have the first officer evaled to determine what actions are to be taken. This particular first officer is not the exception; but more the trend of first officer's we are getting online. With the extreme shortage of qualified pilots industry wide; there is a push to get the new pilots through in as little time as possible; this is where the problem lies. Their lack of jet experience and the high traffic airports that we traverse; it will only be a matter of time before a much more serious event occurs. The airline training needs to be completed to competency; not just enough to pass by a check airman's opinion. If it takes 200 hours of IOE; so be it; it must happen or find another candidate that does possess the aptitude.

Title: A CL600 CAPTAIN REPORTS HIS LOW TIME FO DID NOT POSSESS THE NECESSARY SKILLS OR TRAINING TO FLY COMPETENTLY.

Narrative: AFTER HAVING TO TAKE THE CTLS 2 TIMES IN THE PREVIOUS DAY; WITH NUMEROUS SPD DEVS AND LACK OF ACFT CTL; FO WAS FLYING US FROM ZZZ-ZZZ1; WE WERE ASSIGNED THE ABC ARR AND TO CROSS ABC AT 11000 FT AND 250 KTS. THE DSCNT WAS INITIATED BY FO AND 11000 FT WAS PRESELECTED IN THE AUTOPLT; VERIFIED BY BOTH HIM AND MYSELF; I LEFT FREQ TO GET A GATE ASSIGNMENT FROM COMPANY; RETURNED TO FREQ; AND CTR TOLD US TO CONTACT APCH. WHEN CHKING ON; ANNOUNCED OUT OF 10400 FT FOR 11000 FT; THAT'S WHEN I NOTICED THE ALT PRESELECT HAD BEEN CHANGED. HE SAID HE HAD SECOND GUESSED HIMSELF AND THOUGHT IT WAS SUPPOSED TO BE 10000 FT AND CHANGED IT WITHOUT VERIFICATION OR EVEN ASKING ME; THE CAPT. HE HAD ALSO BEEN THE ONE THAT HAD REVIEWED THE ARR; AND PLACED THE 250/11000 IN THE FMS; WHICH NOW DEPICTED IT ON THE PFD. WE QUICKLY ADVISED ATC AND CLBED BACK TO 11000 FT; NO OTHER NOTABLE INCIDENTS DURING THE APCH AND LNDG EXCEPT FOR LACK OF AIRSPD CTL (-10 TO +25). WHEN I GOT BACK TO THE CREW ROOM IN ZZZ1; ANOTHER CAPT CONFIRMED THE SAME SITUATIONS WITH THE FO. I SPOKE WITH OUR CHIEF PLT; AND HE WAS GOING TO HAVE THE FO EVALED TO DETERMINE WHAT ACTIONS ARE TO BE TAKEN. THIS PARTICULAR FO IS NOT THE EXCEPTION; BUT MORE THE TREND OF FO'S WE ARE GETTING ONLINE. WITH THE EXTREME SHORTAGE OF QUALIFIED PLTS INDUSTRY WIDE; THERE IS A PUSH TO GET THE NEW PLTS THROUGH IN AS LITTLE TIME AS POSSIBLE; THIS IS WHERE THE PROB LIES. THEIR LACK OF JET EXPERIENCE AND THE HIGH TFC ARPTS THAT WE TRAVERSE; IT WILL ONLY BE A MATTER OF TIME BEFORE A MUCH MORE SERIOUS EVENT OCCURS. THE AIRLINE TRAINING NEEDS TO BE COMPLETED TO COMPETENCY; NOT JUST ENOUGH TO PASS BY A CHK AIRMAN'S OPINION. IF IT TAKES 200 HRS OF IOE; SO BE IT; IT MUST HAPPEN OR FIND ANOTHER CANDIDATE THAT DOES POSSESS THE APTITUDE.
