Narrative:

Upon arrival I proceeded to operations for the next flight's paperwork. While there; the fueler came in and was complaining to the operations agent that she was tired of getting soaked by fuel when she open the fueling panel because some sea fueler left the fuel valves open. I queried her; and she related that as she opened the fueling panel on our aircraft; a large quantity of fuel fell onto her face. She said that all 3 fueling valves were left open. I asked if the fuel had come from the fueling port; or had it been accumulating in the panel area. She said it was in the panel area. She also stated that it is quite common to see at least 1 open valve on flts from sea. It occurs to me that when this situation occurs; we have raw fuel outside of the fuel system; thereby creating a fire hazard. Fueler needs to do his job correctly.

Title: AN ACR B737 CAPT REPORTED BEING ADVISED OF SEA FUELERS LEAVING THE FUEL VALVES OPEN AFTER FUELING; RESULTING IN FUEL SPILLS AND POTENTIALLY HAZARDOUS SITUATIONS.

Narrative: UPON ARR I PROCEEDED TO OPS FOR THE NEXT FLT'S PAPERWORK. WHILE THERE; THE FUELER CAME IN AND WAS COMPLAINING TO THE OPS AGENT THAT SHE WAS TIRED OF GETTING SOAKED BY FUEL WHEN SHE OPEN THE FUELING PANEL BECAUSE SOME SEA FUELER LEFT THE FUEL VALVES OPEN. I QUERIED HER; AND SHE RELATED THAT AS SHE OPENED THE FUELING PANEL ON OUR ACFT; A LARGE QUANTITY OF FUEL FELL ONTO HER FACE. SHE SAID THAT ALL 3 FUELING VALVES WERE LEFT OPEN. I ASKED IF THE FUEL HAD COME FROM THE FUELING PORT; OR HAD IT BEEN ACCUMULATING IN THE PANEL AREA. SHE SAID IT WAS IN THE PANEL AREA. SHE ALSO STATED THAT IT IS QUITE COMMON TO SEE AT LEAST 1 OPEN VALVE ON FLTS FROM SEA. IT OCCURS TO ME THAT WHEN THIS SITUATION OCCURS; WE HAVE RAW FUEL OUTSIDE OF THE FUEL SYS; THEREBY CREATING A FIRE HAZARD. FUELER NEEDS TO DO HIS JOB CORRECTLY.
