Narrative:

Was given majic at 13000 ft and 250 KTS. Started descent after readback to atl ATC but SID says sudsy at 13000 ft. I got high on the arrival and copilot was off ATC making required PA at 20 minutes out of clt. Then I realized confusion and advised atl I was high; but was switched over to clt. I crossed majic at about 13900 ft and advised clt. Clt then descended me to 9000 ft with no comment on majic at 13000 ft and 250 KTS. Rest of approach was unremarkable. Normal approach and landing at clt. At the gate I called clt approach and atl center. The SID is now wrong when landing north or south. Atl and clt want all arrivals north and south to cross majic at 13000 ft and 250 KTS not sudsy at 13000 ft when landing north at clt. Clt and atl discussed problem.callback conversation with reporter revealed the following information: reporter advised that; although he read the clearance back correctly; his brief glance at the FMS -- that showed a 13000 ft restriction; but at sudsy vice majic -- led him to believe that the crossing was already programmed. The first officer's absence during the clearance exchange resulted in his inability to provide corrective information. Reporter also stated this approach control modification to the STAR was in the NOTAMS.

Title: A319 FLT CREW ON MAJIC STAR LANDING NORTH AT CLT FAILS TO MAKE MODIFIED CROSSING RESTRICTION AT MAJIC VICE SUDSY.

Narrative: WAS GIVEN MAJIC AT 13000 FT AND 250 KTS. STARTED DESCENT AFTER READBACK TO ATL ATC BUT SID SAYS SUDSY AT 13000 FT. I GOT HIGH ON THE ARR AND COPLT WAS OFF ATC MAKING REQUIRED PA AT 20 MINUTES OUT OF CLT. REST OF APCH WAS UNREMARKABLE. NORMAL APCH AND LNDG AT CLT. AT THE GATE I CALLED CLT APCH AND ATL CTR. THE SID IS NOW WRONG WHEN LNDG NORTH OR SOUTH. ATL AND CLT WANT ALL ARRIVALS NORTH AND SOUTH TO CROSS MAJIC AT 13000 FT AND 250 KTS NOT SUDSY AT 13000 FT WHEN LNDG NORTH AT CLT. CLT AND ATL DISCUSSED PROBLEM.CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: REPORTER ADVISED THAT; ALTHOUGH HE READ THE CLRNC BACK CORRECTLY; HIS BRIEF GLANCE AT THE FMS -- THAT SHOWED A 13000 FT RESTRICTION; BUT AT SUDSY VICE MAJIC -- LED HIM TO BELIEVE THAT THE CROSSING WAS ALREADY PROGRAMMED. THE FO'S ABSENCE DURING THE CLRNC EXCHANGE RESULTED IN HIS INABILITY TO PROVIDE CORRECTIVE INFORMATION. REPORTER ALSO STATED THIS APCH CTL MODIFICATION TO THE STAR WAS IN THE NOTAMS.
