Narrative:

We contacted ground control and were given instructions to taxi for departure. Moderate to heavy precipitation had just finished falling and I observed that the visibility was coming down. I had the recognition lights and nose light illuminated. After clearing our taxi path verbally with the first officer we made a left turn towards taxiway and a right turn onto taxiway. While on taxiway; I noticed an airport bus rapidly approaching from my left on a service road that crossed taxiway. I later estimated the bus to be traveling at approximately 30 mph. I had to make an emergency stop of the aircraft to avoid being hit by the bus. It appeared that the bus did not even swerve to avoid hitting our aircraft. I immediately parked the brakes and told ground of the situation and that we needed to remain in position to assess the flight attendants' condition. I contacted the a flight attendant and asked if they were all right or needed any medical assistance. They assured me that they were and would continue with the flight. They also stated that there were no passenger injuries. While en route I received a call from the a flight attendant that the B flight attendant was not feeling well from her fall. At this time I decided to ask center to call ahead for a medical personnel to meet the aircraft. I had center do this since we were outside of radio range for the destination company frequency. I found out later that center understood that I had declared an emergency; which I did not nor did I ask for priority handling. After blocking in; medical personnel met the aircraft and removed the B flight attendant from the plane via an aisle chair from which she was xferred to a stretcher. I accompanied the B flight attendant to the hospital where she received treatment for back pain.
