Narrative:

Air carrier X; a CRJ2/left was cleared for takeoff on runway 28R and assigned runway heading. Aircraft must maintain runway heading for 2.5 mi west of pit for noise abatement and separation from traffic departing runway 28C or runway 28L which is initially assigned heading 260 degrees for noise abatement and separation. Air carrier X climbed to 1700 ft on runway heading and then began turning left. I asked the pilot why he was turning and he said that he was following the pit 8 departure SID and turning on course. This is not the first time this has happened. The problem is that the wording in the departure route description is confusing. Ever since the departure procedure for airports was incorporated into the SID there has been the potential for this problem. Departure procedures with altitude restrs should be removed from vector SID. It is the controller's responsibility to operate within the diverse vectoring area. Adding extraneous information for pilots only creates confusion. The wording of these sids must be simplified for safety.

Title: PIT LCL CTLR DESCRIBED DEP INCIDENT; ACFT ASSIGNED PIT8 SID INITIATED TURN AFTER REACHING 1700; ALLEGING CONFUSING LANGUAGE ON SID CHART.

Narrative: ACR X; A CRJ2/L WAS CLRED FOR TKOF ON RWY 28R AND ASSIGNED RWY HDG. ACFT MUST MAINTAIN RWY HDG FOR 2.5 MI W OF PIT FOR NOISE ABATEMENT AND SEPARATION FROM TFC DEPARTING RWY 28C OR RWY 28L WHICH IS INITIALLY ASSIGNED HDG 260 DEGS FOR NOISE ABATEMENT AND SEPARATION. ACR X CLBED TO 1700 FT ON RWY HDG AND THEN BEGAN TURNING L. I ASKED THE PLT WHY HE WAS TURNING AND HE SAID THAT HE WAS FOLLOWING THE PIT 8 DEP SID AND TURNING ON COURSE. THIS IS NOT THE FIRST TIME THIS HAS HAPPENED. THE PROB IS THAT THE WORDING IN THE DEP RTE DESCRIPTION IS CONFUSING. EVER SINCE THE DEP PROC FOR ARPTS WAS INCORPORATED INTO THE SID THERE HAS BEEN THE POTENTIAL FOR THIS PROB. DEP PROCS WITH ALT RESTRS SHOULD BE REMOVED FROM VECTOR SID. IT IS THE CTLR'S RESPONSIBILITY TO OPERATE WITHIN THE DIVERSE VECTORING AREA. ADDING EXTRANEOUS INFO FOR PLTS ONLY CREATES CONFUSION. THE WORDING OF THESE SIDS MUST BE SIMPLIFIED FOR SAFETY.
