Narrative:
I was working with another mechanic; doing an oil check on aircraft X by him. I verified and checked the blocks. After he did the oil check; I did check the oil cap was on and no rags or anything in the way. The area was clean. I made sure everything was ok; done properly; and I verified and checked the blocks. Callback conversation with reporter revealed the following information: reporter stated remote/reserve engine oil filler tank was found with oil cap off and rags left in area of tank. This tank is used to service the engine oils from a remote location/reserve oil tank just aft of the aft pit; instead of having to climb equipment to get up to the engine oil tanks. This remote tank area is accessed through a vented panel into a compartment that also houses air conditioning equipment; pneumatic bleeds; the reserve tank; engine and APU fire bottles. A very tight location.

Narrative: I WAS WORKING WITH ANOTHER MECH; DOING AN OIL CHK ON ACFT X BY HIM. I VERIFIED AND CHKED THE BLOCKS. AFTER HE DID THE OIL CHK; I DID CHK THE OIL CAP WAS ON AND NO RAGS OR ANYTHING IN THE WAY. THE AREA WAS CLEAN. I MADE SURE EVERYTHING WAS OK; DONE PROPERLY; AND I VERIFIED AND CHKED THE BLOCKS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: REPORTER STATED REMOTE/RESERVE ENG OIL FILLER TANK WAS FOUND WITH OIL CAP OFF AND RAGS LEFT IN AREA OF TANK. THIS TANK IS USED TO SERVICE THE ENGINE OILS FROM A REMOTE LOCATION/RESERVE OIL TANK JUST AFT OF THE AFT PIT; INSTEAD OF HAVING TO CLIMB EQUIPMENT TO GET UP TO THE ENGINE OIL TANKS. THIS REMOTE TANK AREA IS ACCESSED THROUGH A VENTED PANEL INTO A COMPARTMENT THAT ALSO HOUSES AIR CONDITIONING EQUIPMENT; PNEUMATIC BLEEDS; THE RESERVE TANK; ENGINE AND APU FIRE BOTTLES. A VERY TIGHT LOCATION.
