Narrative:

Training was in progress on local and ground. Traffic volume was heavy. I sequenced aircraft X to follow traffic straight in from nuq. In my opinion the aircraft would pass near the amphitheatre as coordinated with moffett tower. Tapes indicate the pilot said call my base. I did not hear or acknowledge that request. During this time I heard the controller in charge telling ground to get hangar extensions. I never heard anything further regarding extensions. Aircraft X did not see the traffic to follow and passed the amphitheatre without my notice. I observed aircraft X at the hangar as a C130 was lifting from moffett. I told the aircraft to turn base but we stepped on each other causing aircraft X to fly further into nuq airspace. I found out after the fact that nuq denied further airspace extensions due to departing C130. I believe poor coordination by inside palo alto tower was a contributing factor.

Title: PAO LCL CTLR DESCRIBED FAILED INTRAFAC/INTERFAC COORD THAT RESULTED IN AIRSPACE INCURSION AND OPDEV.

Narrative: TRAINING WAS IN PROGRESS ON LCL AND GND. TFC VOLUME WAS HVY. I SEQUENCED ACFT X TO FOLLOW TFC STRAIGHT IN FROM NUQ. IN MY OPINION THE ACFT WOULD PASS NEAR THE AMPHITHEATRE AS COORDINATED WITH MOFFETT TWR. TAPES INDICATE THE PLT SAID CALL MY BASE. I DID NOT HEAR OR ACKNOWLEDGE THAT REQUEST. DURING THIS TIME I HEARD THE CIC TELLING GND TO GET HANGAR EXTENSIONS. I NEVER HEARD ANYTHING FURTHER REGARDING EXTENSIONS. ACFT X DID NOT SEE THE TFC TO FOLLOW AND PASSED THE AMPHITHEATRE WITHOUT MY NOTICE. I OBSERVED ACFT X AT THE HANGAR AS A C130 WAS LIFTING FROM MOFFETT. I TOLD THE ACFT TO TURN BASE BUT WE STEPPED ON EACH OTHER CAUSING ACFT X TO FLY FURTHER INTO NUQ AIRSPACE. I FOUND OUT AFTER THE FACT THAT NUQ DENIED FURTHER AIRSPACE EXTENSIONS DUE TO DEPARTING C130. I BELIEVE POOR COORD BY INSIDE PALO ALTO TWR WAS A CONTRIBUTING FACTOR.
