Narrative:

I was the flight lead on sep/thu/07; as a flight departing lsv on a dd-175 IFR to ZZZ. Ground operations were uneventful and we were cleared to ZZZ via the mormon mesa 1 departure mormon mesa; with a climb to FL200. We taxied out for takeoff and taking the runway; our altitude was amended to 10000 ft and we were cleared for takeoff. We took off in 10 ft trail departure and flew the depicted mormon mesa one departure. While tracking outbound on the 222 degree radial from lsv on climb out to assigned altitude passing 5.2 DME en route to 8.4 DME we were directed to turn right to a heading of 300 degrees. We turned to the heading and continued climb out at which point we were directed to turn right to intercept the 221 degree radial and track inbound to mormon mesa; which we complied with. Shortly thereafter; we were prompted for our assigned unit which I responded as the jets were assigned to davis monthan AFB. Asking why; they informed me I had violated las class B airspace. Upon landing at ZZZ; I called the watch supervisor at lsv; and he informed me I was to fly the runway 21 noise abatement procedure which is a right turn to over the nellis golf course and fly between the 2 golf courses. My clearance wasn't cleared to ZZZ via the runway 21 noise abatement procedures to intercept the mormon mesa one departure; it was simply; 'cleared to ZZZ via the mormon mesa one departure mormon mesa.' there is a note at the bottom of the departure route description that states aircraft must comply with lsv noise abatement in accordance with ap-1; but never would I have assumed that would trump my assigned departure routing. There is no mention of the noise abatement procedure on the runway 21 takeoff description; simply a verbal description of the route. If I had known they wanted me to fly the noise abatement routing vice the depicted routing; I certainly would have complied with it. I would recommend including this guidance in the clearance for off station aircraft if it is RAPCON's desire for departing aircraft to fly the procedure and the departure procedure should be made more clear; perhaps including the noise abatement routing information in the runway 21 departure route description. This is a potentially dangerous situation where the guidance and documentations pilots are executing differ vastly from the expectations of ATC. My 2 ship held over 11000 hours of military and commercial aviation experience; and after discussing the situation with the RAPCON watch supervisor; neither of us took the clearance given and understood it to be what ATC expected. Fortunately; there were no other aircraft in the area; but this is a situation that needs to be remedied immediately starting with nellis clearance delivery in the short term. Callback conversation with reporter revealed the following information: the reporter stated that although he did see the noise abatement procedure note on the mormon mesa departure plate; because the clearance was for the mormon mesa departure without modification; he did not feel compelled to include the noise abatement procedure. The reporter believes that if a statement in the clearance such as 'fly the noise abatement procedure; intercept the mormon mesa one at ...' would have cleared up all confusion.

Title: A MILITARY ACFT DEPARTING ON THE LSV MORMON MESA ONE DEP FAILED TO FOLLOW THE REQUIRED NOISE ABATEMENT PROCEDURE BECAUSE OF CLRNC AMBIGUITY.

Narrative: I WAS THE FLT LEAD ON SEP/THU/07; AS A FLT DEPARTING LSV ON A DD-175 IFR TO ZZZ. GND OPS WERE UNEVENTFUL AND WE WERE CLRED TO ZZZ VIA THE MORMON MESA 1 DEP MORMON MESA; WITH A CLB TO FL200. WE TAXIED OUT FOR TKOF AND TAKING THE RWY; OUR ALT WAS AMENDED TO 10000 FT AND WE WERE CLRED FOR TKOF. WE TOOK OFF IN 10 FT TRAIL DEP AND FLEW THE DEPICTED MORMON MESA ONE DEP. WHILE TRACKING OUTBOUND ON THE 222 DEG RADIAL FROM LSV ON CLBOUT TO ASSIGNED ALT PASSING 5.2 DME ENRTE TO 8.4 DME WE WERE DIRECTED TO TURN R TO A HDG OF 300 DEGS. WE TURNED TO THE HDG AND CONTINUED CLBOUT AT WHICH POINT WE WERE DIRECTED TO TURN R TO INTERCEPT THE 221 DEG RADIAL AND TRACK INBOUND TO MORMON MESA; WHICH WE COMPLIED WITH. SHORTLY THEREAFTER; WE WERE PROMPTED FOR OUR ASSIGNED UNIT WHICH I RESPONDED AS THE JETS WERE ASSIGNED TO DAVIS MONTHAN AFB. ASKING WHY; THEY INFORMED ME I HAD VIOLATED LAS CLASS B AIRSPACE. UPON LNDG AT ZZZ; I CALLED THE WATCH SUPVR AT LSV; AND HE INFORMED ME I WAS TO FLY THE RWY 21 NOISE ABATEMENT PROC WHICH IS A R TURN TO OVER THE NELLIS GOLF COURSE AND FLY BTWN THE 2 GOLF COURSES. MY CLRNC WASN'T CLRED TO ZZZ VIA THE RWY 21 NOISE ABATEMENT PROCS TO INTERCEPT THE MORMON MESA ONE DEP; IT WAS SIMPLY; 'CLRED TO ZZZ VIA THE MORMON MESA ONE DEP MORMON MESA.' THERE IS A NOTE AT THE BOTTOM OF THE DEP RTE DESCRIPTION THAT STATES ACFT MUST COMPLY WITH LSV NOISE ABATEMENT IN ACCORDANCE WITH AP-1; BUT NEVER WOULD I HAVE ASSUMED THAT WOULD TRUMP MY ASSIGNED DEP ROUTING. THERE IS NO MENTION OF THE NOISE ABATEMENT PROC ON THE RWY 21 TKOF DESCRIPTION; SIMPLY A VERBAL DESCRIPTION OF THE RTE. IF I HAD KNOWN THEY WANTED ME TO FLY THE NOISE ABATEMENT ROUTING VICE THE DEPICTED ROUTING; I CERTAINLY WOULD HAVE COMPLIED WITH IT. I WOULD RECOMMEND INCLUDING THIS GUIDANCE IN THE CLRNC FOR OFF STATION ACFT IF IT IS RAPCON'S DESIRE FOR DEPARTING ACFT TO FLY THE PROC AND THE DEP PROC SHOULD BE MADE MORE CLR; PERHAPS INCLUDING THE NOISE ABATEMENT ROUTING INFO IN THE RWY 21 DEP RTE DESCRIPTION. THIS IS A POTENTIALLY DANGEROUS SITUATION WHERE THE GUIDANCE AND DOCUMENTATIONS PLTS ARE EXECUTING DIFFER VASTLY FROM THE EXPECTATIONS OF ATC. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE REPORTER STATED THAT ALTHOUGH HE DID SEE THE NOISE ABATEMENT PROCEDURE NOTE ON THE MORMON MESA DEPARTURE PLATE; BECAUSE THE CLEARANCE WAS FOR THE MORMON MESA DEPARTURE WITHOUT MODIFICATION; HE DID NOT FEEL COMPELLED TO INCLUDE THE NOISE ABATEMENT PROCEDURE. THE REPORTER BELIEVES THAT IF A STATEMENT IN THE CLRNC SUCH AS 'FLY THE NOISE ABATEMENT PROCEDURE; INTERCEPT THE MORMON MESA ONE AT ...' WOULD HAVE CLEARED UP ALL CONFUSION.
