Narrative:

We were 20 mi west of teterboro VOR flying direct to wayns for the VOR DME a approach to teterboro at an assigned altitude of 3000 ft. New york approach issued a TA to us for traffic at 11 O'clock position; swbound. We could not pick up the traffic visually. About 30 seconds later approach gave us a climb to 3500 ft. We got a TCAS RA shortly thereafter to climb. The captain started the climb but was a little slow in his pitch up. The traffic passed under us by about 400 ft. I think ATC was slow in giving the avoidance climb due to heavy controller workload. The captain was slow on the TCAS RA climb because he is always very concerned about giving the ceo a smooth ride. The other aircraft was in violation of class B airspace. There is no doubt in my mind that this would have been very close to a midair without TCAS. Thank god for TCAS.

NEW YORK APCH ISSUED A TA TO US FOR TFC AT 11 O'CLOCK POS; SWBOUND. WE COULD NOT PICK UP THE TFC VISUALLY. ABOUT 30 SECONDS LATER APCH GAVE US A CLB TO 3500 FT. WE GOT A TCAS RA SHORTLY THEREAFTER TO CLB. THE CAPT STARTED THE CLB BUT WAS A LITTLE SLOW IN HIS PITCH UP. THE TFC PASSED UNDER US BY ABOUT 400 FT. I THINK ATC WAS SLOW IN GIVING THE AVOIDANCE CLB DUE TO HVY CTLR WORKLOAD. THE CAPT WAS SLOW ON THE TCAS RA CLB BECAUSE HE IS ALWAYS VERY CONCERNED ABOUT GIVING THE CEO A SMOOTH RIDE. THE OTHER ACFT WAS IN VIOLATION OF CLASS B AIRSPACE. THERE IS NO DOUBT IN MY MIND THAT THIS WOULD HAVE BEEN VERY CLOSE TO A MIDAIR WITHOUT TCAS. THANK GOD FOR TCAS.
