Narrative:

Aircraft X called sgf approach requesting an IFR clearance. The only flight plan in the NAS was for that aircraft for a different leg. The pilot advised that he had filed 2 flight plans through cou AFSS at the same time. I asked the pilot to call cou FSS. He did; but no flight plan for his requested route came out; so I manually filed the flight plan for him. Aircraft Y called airborne off of ZZZ requesting an IFR clearance. No flight plan in the system. Pilot advised that he had filed through AFSS via phone more than 2 hours prior. I put the flight plan in manually for him. After XA00 we are supposed to call cou AFSS with inbounds to cou. For the past month (at least); no one is answering the FSS dial lines. Over the last few months FSS has called me to advise that an aircraft into jln canceled their IFR flight plan. Jln is not in sgf's airspace; but FSS seems to not be aware of where jln is located or who owns the airspace above it.

Title: SGF CTLR VOICED CONCERN REGARDING FSS FAILURES TO PROCESS FLT PLAN INFO IN A TIMELY AND ACCURATE MANNER.

Narrative: ACFT X CALLED SGF APCH REQUESTING AN IFR CLRNC. THE ONLY FLT PLAN IN THE NAS WAS FOR THAT ACFT FOR A DIFFERENT LEG. THE PLT ADVISED THAT HE HAD FILED 2 FLT PLANS THROUGH COU AFSS AT THE SAME TIME. I ASKED THE PLT TO CALL COU FSS. HE DID; BUT NO FLT PLAN FOR HIS REQUESTED RTE CAME OUT; SO I MANUALLY FILED THE FLT PLAN FOR HIM. ACFT Y CALLED AIRBORNE OFF OF ZZZ REQUESTING AN IFR CLRNC. NO FLT PLAN IN THE SYS. PLT ADVISED THAT HE HAD FILED THROUGH AFSS VIA PHONE MORE THAN 2 HRS PRIOR. I PUT THE FLT PLAN IN MANUALLY FOR HIM. AFTER XA00 WE ARE SUPPOSED TO CALL COU AFSS WITH INBOUNDS TO COU. FOR THE PAST MONTH (AT LEAST); NO ONE IS ANSWERING THE FSS DIAL LINES. OVER THE LAST FEW MONTHS FSS HAS CALLED ME TO ADVISE THAT AN ACFT INTO JLN CANCELED THEIR IFR FLT PLAN. JLN IS NOT IN SGF'S AIRSPACE; BUT FSS SEEMS TO NOT BE AWARE OF WHERE JLN IS LOCATED OR WHO OWNS THE AIRSPACE ABOVE IT.
