Narrative:
Air carrier X cleared for ILS runway 36L approach; maintain 5000 ft until marjo (outer fix). Air carrier X descended to 4000 ft beside (in proximity of) an aircraft Y on approach runway 36R. I noticed the altitude and immediately turned air carrier X wbound and cleared the approach.
