Narrative:

Very hazy at iad; but had airport in sight and was cleared for visual to runway 19L. Brand new first officer overshot runway 19L localizer. Controller called and alerted us to the fact and said that we should be aware of landing traffic on runway 19R at 13000 ft (I can't remember if it was below or horizontal). I acknowledged and got the first officer (PF) to correct. A huge contributing factor is the fact of a new runway being built at iad. In the sun; in hazy conditions; this runway construction makes it look as if this new runway is runway 19R and that runway 19R is runway 19L. The actual runway 19L is very hard to see. I know that the first officer should have captured and tracked the localizer; but I can't watch the new first officer's at every step and second. It looks as if air carrier is really scraping the bottom of the barrel and lowering its minimum standards greatly; in order to get bodies in the cockpit. I hope for the best; but fear the worst is yet to come.

Narrative: VERY HAZY AT IAD; BUT HAD ARPT IN SIGHT AND WAS CLRED FOR VISUAL TO RWY 19L. BRAND NEW FO OVERSHOT RWY 19L LOC. CTLR CALLED AND ALERTED US TO THE FACT AND SAID THAT WE SHOULD BE AWARE OF LNDG TFC ON RWY 19R AT 13000 FT (I CAN'T REMEMBER IF IT WAS BELOW OR HORIZ). I ACKNOWLEDGED AND GOT THE FO (PF) TO CORRECT. A HUGE CONTRIBUTING FACTOR IS THE FACT OF A NEW RWY BEING BUILT AT IAD. IN THE SUN; IN HAZY CONDITIONS; THIS RWY CONSTRUCTION MAKES IT LOOK AS IF THIS NEW RWY IS RWY 19R AND THAT RWY 19R IS RWY 19L. THE ACTUAL RWY 19L IS VERY HARD TO SEE. I KNOW THAT THE FO SHOULD HAVE CAPTURED AND TRACKED THE LOC; BUT I CAN'T WATCH THE NEW FO'S AT EVERY STEP AND SECOND. IT LOOKS AS IF ACR IS REALLY SCRAPING THE BOTTOM OF THE BARREL AND LOWERING ITS MINIMUM STANDARDS GREATLY; IN ORDER TO GET BODIES IN THE COCKPIT. I HOPE FOR THE BEST; BUT FEAR THE WORST IS YET TO COME.
