Narrative:

My developmental cleared the falcon for takeoff on runway 8L and assigned a heading of 090 degrees. The falcon only read back 'cleared for takeoff.' the B737 was cleared for takeoff on runway 8R (separated by 800 ft) slightly behind the falcon and was assigned a heading of 120 degrees. Both aircraft were observed on the correct headings and switched to departure control. The falcon apparently did not hear the assigned heading; and initiated a right turn leaving 500 ft toward vkz VOR as per the previously assigned RNAV SID putting him in conflict with the B737. I immediately initiated a call to the departure controller to advise him of the situation; and he issued an immediate left turn to the falcon to promote separation. Mia's procedure of assigning a heading to aircraft on RNAV SID's is confusing to the pilots; and this practice should be terminated immediately. Mia is the only airport in the country that uses this procedure further promoting the confusion. I have personally received numerous complaints from pilots about this; and have forwarded my concern to management without result.

Title: MIA CTLR PROVIDING OJT DESCRIBED NEAR LOSS OF SEPARATION WHEN DEP FAILED TO READ BACK ASSIGNED HEADING; CONFLICTING WITH PARALLEL DEP.

Narrative: MY DEVELOPMENTAL CLRED THE FALCON FOR TKOF ON RWY 8L AND ASSIGNED A HDG OF 090 DEGS. THE FALCON ONLY READ BACK 'CLRED FOR TKOF.' THE B737 WAS CLRED FOR TKOF ON RWY 8R (SEPARATED BY 800 FT) SLIGHTLY BEHIND THE FALCON AND WAS ASSIGNED A HDG OF 120 DEGS. BOTH ACFT WERE OBSERVED ON THE CORRECT HDGS AND SWITCHED TO DEP CTL. THE FALCON APPARENTLY DID NOT HEAR THE ASSIGNED HDG; AND INITIATED A R TURN LEAVING 500 FT TOWARD VKZ VOR AS PER THE PREVIOUSLY ASSIGNED RNAV SID PUTTING HIM IN CONFLICT WITH THE B737. I IMMEDIATELY INITIATED A CALL TO THE DEP CTLR TO ADVISE HIM OF THE SITUATION; AND HE ISSUED AN IMMEDIATE L TURN TO THE FALCON TO PROMOTE SEPARATION. MIA'S PROC OF ASSIGNING A HDG TO ACFT ON RNAV SID'S IS CONFUSING TO THE PLTS; AND THIS PRACTICE SHOULD BE TERMINATED IMMEDIATELY. MIA IS THE ONLY ARPT IN THE COUNTRY THAT USES THIS PROC FURTHER PROMOTING THE CONFUSION. I HAVE PERSONALLY RECEIVED NUMEROUS COMPLAINTS FROM PLTS ABOUT THIS; AND HAVE FORWARDED MY CONCERN TO MGMNT WITHOUT RESULT.
