Narrative:

Misunderstood (misread) teb airport number 5 instrument departure off runway 24. Did not turn right to heading 280 degrees when leveling at 1500 ft MSL. Instructed first officer; PF; to maintain runway heading of 240 degrees to 4.5 DME from (teb) VOR SID. If read correctly; says to climb at 4.5 NM DME (not turn). That climb is up to 2000 ft MSL. Departure control asked if we had started our turn and I replied that we were continuing to 4.5 DME. He replied that the departure required an earlier turn and asked us to turn right to 300 degrees. No request was received to contact ATC reference this departure from clearance? The controller did not seem that surprised that this error was made. This leads me to believe it occurs frequently. Please review this procedure for conflicting instructions and numerous low altitude change requirements. Newark (ewr) airport's close proximity is the reason for this convoluted SID coupled with teb's required noise abatement procedures.

Title: H25B FLT CREW FAILS TO TURN AS REQUIRED BY THE TEB SID OFF RWY 24 AT TEB.

Narrative: MISUNDERSTOOD (MISREAD) TEB ARPT NUMBER 5 INSTRUMENT DEP OFF RWY 24. DID NOT TURN R TO HEADING 280 DEGS WHEN LEVELING AT 1500 FT MSL. INSTRUCTED FO; PF; TO MAINTAIN RWY HEADING OF 240 DEGS TO 4.5 DME FROM (TEB) VOR SID. IF READ CORRECTLY; SAYS TO CLB AT 4.5 NM DME (NOT TURN). THAT CLB IS UP TO 2000 FT MSL. DEP CTL ASKED IF WE HAD STARTED OUR TURN AND I REPLIED THAT WE WERE CONTINUING TO 4.5 DME. HE REPLIED THAT THE DEP REQUIRED AN EARLIER TURN AND ASKED US TO TURN R TO 300 DEGS. NO REQUEST WAS RECEIVED TO CONTACT ATC REFERENCE THIS DEP FROM CLRNC? THE CTLR DID NOT SEEM THAT SURPRISED THAT THIS ERROR WAS MADE. THIS LEADS ME TO BELIEVE IT OCCURS FREQUENTLY. PLEASE REVIEW THIS PROC FOR CONFLICTING INSTRUCTIONS AND NUMEROUS LOW ALT CHANGE REQUIREMENTS. NEWARK (EWR) ARPT'S CLOSE PROXIMITY IS THE REASON FOR THIS CONVOLUTED SID COUPLED WITH TEB'S REQUIRED NOISE ABATEMENT PROCS.
