Narrative:
B757 pushed back onto taxiway a. B737 exited runway 28L at taxiway J. B757 taxied txwys a; G; B; M; a to runway 1R; told to pass behind B737 at taxiway B. B737 taxied txwys B; H; to ramp. B757 started taxiing slowly; then suddenly increased speed towards turning onto taxiway B. B737 had not yet passed and would not expect to stop since I already said B757 would give way. I transmitted a reminder to B757 traffic had not yet passed and to hold! B757 stopped just short of colliding with B737. B737 at this point stopped as well. I asked B737 if they could get by? B737 proceeded to the ramp. Possible factors: B757 outbound for 'redeye' cross country flight may or may not have been familiar with airport; or rested. B737 was positive and could only expect to pass through.

Title: SFO GND CTLR DESCRIBED GND CONFLICT INCIDENT WHEN AN OUTBOUND DID NOT GIVE WAY TO AN INBOUND ACFT AS INSTRUCTED.
Narrative: B757 PUSHED BACK ONTO TXWY A. B737 EXITED RWY 28L AT TXWY J. B757 TAXIED TXWYS A; G; B; M; A TO RWY 1R; TOLD TO PASS BEHIND B737 AT TXWY B. B737 TAXIED TXWYS B; H; TO RAMP. B757 STARTED TAXIING SLOWLY; THEN SUDDENLY INCREASED SPD TOWARDS TURNING ONTO TXWY B. B737 HAD NOT YET PASSED AND WOULD NOT EXPECT TO STOP SINCE I ALREADY SAID B757 WOULD GIVE WAY. I XMITTED A REMINDER TO B757 TFC HAD NOT YET PASSED AND TO HOLD! B757 STOPPED JUST SHORT OF COLLIDING WITH B737. B737 AT THIS POINT STOPPED AS WELL. I ASKED B737 IF THEY COULD GET BY? B737 PROCEEDED TO THE RAMP. POSSIBLE FACTORS: B757 OUTBOUND FOR 'REDEYE' XCOUNTRY FLT MAY OR MAY NOT HAVE BEEN FAMILIAR WITH ARPT; OR RESTED. B737 WAS POSITIVE AND COULD ONLY EXPECT TO PASS THROUGH.
