Narrative:
All critical equipment power was lost at XA08Z. Pbi has no ups to protect for loss of commercial power and was operating on engine generator power. Tech operations; while testing the ups; switched from generator power to the ups (without isolating the ups circuits) which failed resulting in an immediate loss of all radar scopes; TRACON equipment; TRACON lighting and several frequencys. Flashlights were not located at control position creating further safety issues. Several aircraft were on frequency.
