Narrative:

Captain instructed the first officer to check the oil using the oil replenishment system. Once that was completed; the first officer instructed the captain he put oil into both engines. The captain was reviewing the maintenance log and found the oil replenishment system to be deferred on jul/xa/07; in ZZZ1. The captain conferred with maintenance and had them check to see if the circuit breaker was pulled and collared as instructed by the MEL. It was not. Maintenance in ZZZ collared the circuit breaker and dispatched the aircraft. Problem -- the aircraft operated for 10 days with an MEL not complied with. Contract maintenance personnel did not do proper maintenance on the aircraft. Maintenance didn't put placard sticker on oil replenishment system as instructed in MEL.

Title: A CRJ-200 (CL600-2B19) ACFT FLEW FOR TEN DAYS WITH AN MEL NOT COMPLIED WITH. THE C/B FOR THE ENG OIL REPLENISHMENT SYS WAS NOT PULLED AND COLLARED.

THE CAPT CONFERRED WITH MAINT AND HAD THEM CHK TO SEE IF THE CIRCUIT BREAKER WAS PULLED AND COLLARED AS INSTRUCTED BY THE MEL. IT WAS NOT. MAINT IN ZZZ COLLARED THE CIRCUIT BREAKER AND DISPATCHED THE ACFT. PROB -- THE ACFT OPERATED FOR 10 DAYS WITH AN MEL NOT COMPLIED WITH. CONTRACT MAINT PERSONNEL DID NOT DO PROPER MAINT ON THE ACFT. MAINT DIDN'T PUT PLACARD STICKER ON OIL REPLENISHMENT SYS AS INSTRUCTED IN MEL.
