Narrative:

A practice GPS runway 23 approach was completed to a full stop landing at sme without incident. Upon arrival the manager of the local FBO informed the pilot that the runway was closed. There were no X markings on the runway. We investigated and found that a construction crew had laid out construction fence in an X shape in the grass off the runway. This was not visible from the air. The FBO manager informed the pilot that a king air and a citation jet had also landed without seeing the markings. Prior to the flight a WX and NOTAM check was made using duats; and an IFR flight plan was filed. The flight plan was not activated and the flight was done in VFR conditions. There were several NOTAMS for the sme airport but none were noted indicating a runway closure on that date; but one was noted for a later date.
