Narrative:

While I was working moderate traffic on ground control; aircraft X called for his IFR clearance. I taxied him to the runway. I had problems getting control of his flight plan because it was filed like an ICAO flight plan. Because of complexity of traffic; I instructed the aircraft to contact FSS to amend their flight plan without the ICAO identify. This process took a good 15 mins from start to finish. This has been an ongoing problem. This delays the pilots and adds to the complexity of the position.

Title: PRC CTLR EXPRESSED CONCERN REGARDING FSS OPS; I.E.; FLT PLAN PROCESSING TIME AND RESULTING THE INCREASE IN ATC WORKLOAD.

Narrative: WHILE I WAS WORKING MODERATE TFC ON GND CTL; ACFT X CALLED FOR HIS IFR CLRNC. I TAXIED HIM TO THE RWY. I HAD PROBS GETTING CTL OF HIS FLT PLAN BECAUSE IT WAS FILED LIKE AN ICAO FLT PLAN. BECAUSE OF COMPLEXITY OF TFC; I INSTRUCTED THE ACFT TO CONTACT FSS TO AMEND THEIR FLT PLAN WITHOUT THE ICAO IDENT. THIS PROCESS TOOK A GOOD 15 MINS FROM START TO FINISH. THIS HAS BEEN AN ONGOING PROB. THIS DELAYS THE PLTS AND ADDS TO THE COMPLEXITY OF THE POS.
