Narrative:

Flight crew called asking about the MEL 21-xx. Per the MEL; only circuit breaker J-14 can be pulled and collared. Instead; circuit breaker F30 was collared. The involvement included everyone who issued the MEL. The flight crew initialized the question about the MEL. When the call came in; we spoke to the flight crew and immediately grounded the aircraft and called local contract maintenance out. Contract maintenance found the electrical recirculation fan inoperative. Supplemental information from acn 745839 I was in a hurry and made a mistake. I thought it was a correct MEL. On jul/xa/07 aircraft X came in with a second time repeater electrical bay cool recirculation fan circuit breaker popped second time. There was WX in the area and all the planes were late so I tried to defer the recirculation fan. I put MEL 21-X on the aircraft for #1 recirculation fan. It said to collar a circuit breaker and I incorrectly assumed it was the circuit breaker that was popped. The aircraft flew to the outstation with an incorrect MEL. The crew at the outstation reviewed the MEL and determined it was not correct. Contract maintenance changed the recirculation fan. It was technically my fault. I should have taken more time and perhaps reviewed the MEL with someone.

I SHOULD HAVE TAKEN MORE TIME AND PERHAPS REVIEWED THE MEL WITH SOMEONE.
