Narrative:
Pack #1 was on MEL then pack #2 faulted. Took off from phx with #1 pack on MEL and climbing out of about 3000 ft the #2 pack faulted. Complied with ECAM actions and the #2 pack would not stay reset. Called maintenance control on radio and they advised to return to phx. Approach control was able to get us right back in the pattern for a landing on runway 26. We were too busy completing ECAM actions and referencing the QRH and informing the flight attendants and passenger of our situation to get a hold of dispatch. With neither pack operating correctly; the temperature in the cabin and the flight deck was rapidly approaching over 100 degrees; the outside air temperature was 110 degrees. No emergency was declared. Came back for an uneventful landing on runway 26. Be careful about dispatching an aircraft from a high temperature airport (phx) with just 1 operating pack.

Title: A320 WAS DISPATCHED WITH ONE PACK INOP. THE OTHER PACK FAILED SHORTLY AFTER TKOF AND THE FLT RETURNED FOR AN UNEVENTFUL LNDG.
Narrative: PACK #1 WAS ON MEL THEN PACK #2 FAULTED. TOOK OFF FROM PHX WITH #1 PACK ON MEL AND CLBING OUT OF ABOUT 3000 FT THE #2 PACK FAULTED. COMPLIED WITH ECAM ACTIONS AND THE #2 PACK WOULD NOT STAY RESET. CALLED MAINT CTL ON RADIO AND THEY ADVISED TO RETURN TO PHX. APCH CTL WAS ABLE TO GET US RIGHT BACK IN THE PATTERN FOR A LNDG ON RWY 26. WE WERE TOO BUSY COMPLETING ECAM ACTIONS AND REFING THE QRH AND INFORMING THE FLT ATTENDANTS AND PAX OF OUR SITUATION TO GET A HOLD OF DISPATCH. WITH NEITHER PACK OPERATING CORRECTLY; THE TEMP IN THE CABIN AND THE FLT DECK WAS RAPIDLY APCHING OVER 100 DEGS; THE OUTSIDE AIR TEMP WAS 110 DEGS. NO EMER WAS DECLARED. CAME BACK FOR AN UNEVENTFUL LNDG ON RWY 26. BE CAREFUL ABOUT DISPATCHING AN ACFT FROM A HIGH TEMP ARPT (PHX) WITH JUST 1 OPERATING PACK.
