Narrative:

We refused a late ATC clearance for a runway change. We were an emergency aircraft on short final for xxl when the tower changed our landing clearance to xxr due to our type of emergency (suspected bomb aboard). We were tracking the localizer GS for xxl and were at about 600 ft when they requested the runway change. We had a 30 knot tailwind on most of the approach; with a reported landing wind of 060@17g22. There was a reported windshear of 10 knot loss reported at 300 ft. I felt that it would have been unsafe to maneuver to sidestep to another runway at that low an altitude and refused the sidestep. We landed without incident on xxl. As an emergency aircraft we were very busy. I would not have accepted that low altitude runway change in good conditions

Title: A B757-200 OPERATING UNDER EMERGENCY CONDITIONS (BOMB THREAT) REFUSED A CLEARANCE TO CHANGE RUNWAYS AT 600 FT AGL.

Narrative: WE REFUSED A LATE ATC CLEARANCE FOR A RUNWAY CHANGE. WE WERE AN EMERGENCY AIRCRAFT ON SHORT FINAL FOR XXL WHEN THE TOWER CHANGED OUR LANDING CLEARANCE TO XXR DUE TO OUR TYPE OF EMERGENCY (SUSPECTED BOMB ABOARD). WE WERE TRACKING THE LOC GS FOR XXL AND WERE AT ABOUT 600 FT WHEN THEY REQUESTED THE RUNWAY CHANGE. WE HAD A 30 KNOT TAILWIND ON MOST OF THE APPROACH; WITH A REPORTED LANDING WIND OF 060@17G22. THERE WAS A REPORTED WINDSHEAR OF 10 KNOT LOSS REPORTED AT 300 FT. I FELT THAT IT WOULD HAVE BEEN UNSAFE TO MANEUVER TO SIDESTEP TO ANOTHER RUNWAY AT THAT LOW AN ALTITUDE AND REFUSED THE SIDESTEP. WE LANDED WITHOUT INCIDENT ON XXL. AS AN EMERGENCY AIRCRAFT WE WERE VERY BUSY. I WOULD NOT HAVE ACCEPTED THAT LOW ALTITUDE RUNWAY CHANGE IN GOOD CONDITIONS
