Narrative:

The aircraft was not repaired appropriately to match the flight release given to me. The aircraft should have been flown unpressurized with a much higher fuel load. We were cleared to 22000 ft. Climbing out of 16500 ft; we heard a swishing noise from the cabin. We told ATC we wanted to maintain 17000 ft. After about 1 min the cabin would not hold the pressure and we heard a louder noise. We put on oxygen masks and communicated to ATC that we wanted 10000 ft. We were cleared to 10000 ft and executed the excessive cabin altitude/rapid depressurization maneuver. At 10000 ft; we completed the QRH and took off the oxygen masks since the aircraft was flying normally. We agreed to divert to fll which was a distance of 150 mi with 16000 pounds of fuel on board. We landed in fll with no further events.

Title: UNIDENTIFIED ACFT TYPE SUFFERS LOSS OF PRESSURE DURING CLIMB OUT. PREVIOUS INCOMPLETE MAINT PROCEDURE SHOULD HAVE RESULTED IN A RESTRICTION TO UNPRESSURIZED FLT ONLY.

Narrative: THE ACFT WAS NOT REPAIRED APPROPRIATELY TO MATCH THE FLT RELEASE GIVEN TO ME. THE ACFT SHOULD HAVE BEEN FLOWN UNPRESSURIZED WITH A MUCH HIGHER FUEL LOAD. WE WERE CLRED TO 22000 FT. CLBING OUT OF 16500 FT; WE HEARD A SWISHING NOISE FROM THE CABIN. WE TOLD ATC WE WANTED TO MAINTAIN 17000 FT. AFTER ABOUT 1 MIN THE CABIN WOULD NOT HOLD THE PRESSURE AND WE HEARD A LOUDER NOISE. WE PUT ON OXYGEN MASKS AND COMMUNICATED TO ATC THAT WE WANTED 10000 FT. WE WERE CLRED TO 10000 FT AND EXECUTED THE EXCESSIVE CABIN ALT/RAPID DEPRESSURIZATION MANEUVER. AT 10000 FT; WE COMPLETED THE QRH AND TOOK OFF THE OXYGEN MASKS SINCE THE ACFT WAS FLYING NORMALLY. WE AGREED TO DIVERT TO FLL WHICH WAS A DISTANCE OF 150 MI WITH 16000 LBS OF FUEL ON BOARD.
