Narrative:
ATC screwed up. We were descending on the arrival about 5 mi northwest of nofiv intersection; descending through 11800 ft; when ATC called traffic climbing below that was supposed to level at 10000 ft. We got a traffic alert and went outside to identify the aircraft. We got a visual on the traffic and at the same time received a 'climb' RA. I complied with the RA while maintaining visual separation with the traffic. We then received a 'monitor vertical speed' and a 'clear of conflict.' we reported the TCAS RA to ATC. The response was gentle and not noticed by the flight attendants or passenger. The offending aircraft was a B737.

Title: FLT CREW REPORTS TCAS EVENT WHILE DESCENDING TO 11000 FEET WITH CLIMBING B737 WHICH FAILS TO LEVEL AT 10000 FEET.
Narrative: ATC SCREWED UP. WE WERE DSNDING ON THE ARR ABOUT 5 MI NW OF NOFIV INTXN; DSNDING THROUGH 11800 FT; WHEN ATC CALLED TFC CLBING BELOW THAT WAS SUPPOSED TO LEVEL AT 10000 FT. WE GOT A TFC ALERT AND WENT OUTSIDE TO IDENT THE ACFT. WE GOT A VISUAL ON THE TFC AND AT THE SAME TIME RECEIVED A 'CLB' RA. I COMPLIED WITH THE RA WHILE MAINTAINING VISUAL SEPARATION WITH THE TFC. WE THEN RECEIVED A 'MONITOR VERT SPD' AND A 'CLR OF CONFLICT.' WE RPTED THE TCAS RA TO ATC. THE RESPONSE WAS GENTLE AND NOT NOTICED BY THE FLT ATTENDANTS OR PAX. THE OFFENDING ACFT WAS A B737.
