Narrative:

Keypad for cockpit door MEL'ed inoperative. MEL says that the keypad door feature is not used by airline so it can be MEL'ed. Flight attendant manual says that they do use the keypad for emergency entry for pilot incapacitation and duress. Called the office. Mr X called me back and said that the MEL was correct even though there was no way for the flight attendants to enter the cockpit for the above reasons. Also the MEL referred us to the airline fom which referred us to the airline X fom that showed the cabin bell signals. I do not know what alternate procedures we were supposed to use with this MEL.

Title: A319 IS DISPATCHED WITH COCKPIT DOOR KEYPAD INOP. MEL DOES NOT ADDRESS ACTIONS TO BE TAKEN FOR FLT CREW INCAPACITATION.

Narrative: KEYPAD FOR COCKPIT DOOR MEL'ED INOP. MEL SAYS THAT THE KEYPAD DOOR FEATURE IS NOT USED BY AIRLINE SO IT CAN BE MEL'ED. FLT ATTENDANT MANUAL SAYS THAT THEY DO USE THE KEYPAD FOR EMER ENTRY FOR PLT INCAPACITATION AND DURESS. CALLED THE OFFICE. MR X CALLED ME BACK AND SAID THAT THE MEL WAS CORRECT EVEN THOUGH THERE WAS NO WAY FOR THE FLT ATTENDANTS TO ENTER THE COCKPIT FOR THE ABOVE REASONS. ALSO THE MEL REFERRED US TO THE AIRLINE FOM WHICH REFERRED US TO THE AIRLINE X FOM THAT SHOWED THE CABIN BELL SIGNALS. I DO NOT KNOW WHAT ALTERNATE PROCS WE WERE SUPPOSED TO USE WITH THIS MEL.
