Narrative:

During reconfign of the bleeds after a flaps 1 degree; bleeds off takeoff; the first officer noticed the #1 bleed valve was not opening. Several attempts were made with no success. The flight manual was reviewed for applicable checklists and none were found (closest was dispatch with bleed inoperative). We called dispatch with maintenance on the line. Circuit breaker was reset with no help. Additional problem was the right pack being unable to maintain cabin pressure. We temporarily fed both packs off the #2 bleed to keep the cabin from exceeding 10K. With concurrence of dispatch and maintenance decision was made to return to den. Estimated landing weight would be 116 (maximum structural is 114). Decision was made to land overweight. We flew with gear down/low altitude to help reduce weight. Uneventful return/landing was made in den. After landing reviewed events with dispatch and duty manager. The #1 bleed seemed to work normally but we were set up for a bleeds off takeoff immediately after taxi due to short taxi for takeoff.

Title: B737-300 FLT CREW WAS UNABLE TO RECONFIGURE BLEED AIR VALVES AFTER TKOF. ACFT WAS UNABLE TO MAINTAIN CABIN PRESSURIZATION; SO FLT CREW RETURNED TO DEPT ARPT.

Narrative: DURING RECONFIGN OF THE BLEEDS AFTER A FLAPS 1 DEG; BLEEDS OFF TKOF; THE FO NOTICED THE #1 BLEED VALVE WAS NOT OPENING. SEVERAL ATTEMPTS WERE MADE WITH NO SUCCESS. THE FLT MANUAL WAS REVIEWED FOR APPLICABLE CHKLISTS AND NONE WERE FOUND (CLOSEST WAS DISPATCH WITH BLEED INOP). WE CALLED DISPATCH WITH MAINT ON THE LINE. CIRCUIT BREAKER WAS RESET WITH NO HELP. ADDITIONAL PROB WAS THE R PACK BEING UNABLE TO MAINTAIN CABIN PRESSURE. WE TEMPORARILY FED BOTH PACKS OFF THE #2 BLEED TO KEEP THE CABIN FROM EXCEEDING 10K. WITH CONCURRENCE OF DISPATCH AND MAINT DECISION WAS MADE TO RETURN TO DEN. ESTIMATED LNDG WT WOULD BE 116 (MAX STRUCTURAL IS 114). DECISION WAS MADE TO LAND OVERWT.
