Narrative:
Someone left paper-like substance in fuel tank and this was not seen during clear to close. We were given a write-up stating 'left wing inboard stub wing fuel tank requires cleaning due to paper-like substance in tank.' upon further investigation; we found the paper-like substance was found throughout the tank and covered all 3 fuel pump intake screens. The majority of which was found on pump 1-B's screen and not all could be removed while pump still installed in tank. After removing the paper-like substance from tank; it appears to be colored and what appears to be some sort of tape. Because there is still paper-like substance on the inlet screen of fuel pump 1-B; a work order was written to remove pump 1-B for cleaning or replacement. Also work orders were written for replacement of the fuel filters for #1 and #2 engines and APU. A better clearance to close inspection before closing the tanks. This event happened in june at a maintenance base during a heavy check on aircraft X.

Title: AN EMB 135KL(ERJ-140) WAS FOUND TO HAVE THE LEFT WING INBOARD STUB WING FUEL TANK CONTAMINATED WITH COLORED PAPER/TAPE THAT COVERED ALL THREE FUEL PUMP INTAKE SCREENS.
Narrative: SOMEONE LEFT PAPER-LIKE SUBSTANCE IN FUEL TANK AND THIS WAS NOT SEEN DURING CLR TO CLOSE. WE WERE GIVEN A WRITE-UP STATING 'L WING INBOARD STUB WING FUEL TANK REQUIRES CLEANING DUE TO PAPER-LIKE SUBSTANCE IN TANK.' UPON FURTHER INVESTIGATION; WE FOUND THE PAPER-LIKE SUBSTANCE WAS FOUND THROUGHOUT THE TANK AND COVERED ALL 3 FUEL PUMP INTAKE SCREENS. THE MAJORITY OF WHICH WAS FOUND ON PUMP 1-B'S SCREEN AND NOT ALL COULD BE REMOVED WHILE PUMP STILL INSTALLED IN TANK. AFTER REMOVING THE PAPER-LIKE SUBSTANCE FROM TANK; IT APPEARS TO BE COLORED AND WHAT APPEARS TO BE SOME SORT OF TAPE. BECAUSE THERE IS STILL PAPER-LIKE SUBSTANCE ON THE INLET SCREEN OF FUEL PUMP 1-B; A WORK ORDER WAS WRITTEN TO REMOVE PUMP 1-B FOR CLEANING OR REPLACEMENT. ALSO WORK ORDERS WERE WRITTEN FOR REPLACEMENT OF THE FUEL FILTERS FOR #1 AND #2 ENGS AND APU. A BETTER CLRNC TO CLOSE INSPECTION BEFORE CLOSING THE TANKS. THIS EVENT HAPPENED IN JUNE AT A MAINT BASE DURING A HVY CHK ON ACFT X.
