Narrative:

Thunderstorms no reroute from tmu massive diversions and confusion. 2 planes one level at 90 the other at 90 thought I stopped him at 100. Had to take evasive vectors to separate planes. Traffic management did nothing to help the controller. There were 3 different planes by 3 different sectors in 3 mins.

Title: ZDC CTLR DESCRIBED OPERROR AT 9000 WHEN TWO ACFT WERE ASSIGNED THE SAME ALT; WORKLOAD AND WX DEVIATIONS WERE LISTED AS CAUSAL FACTORS.

Narrative: TSTMS NO REROUTE FROM TMU MASSIVE DIVERSIONS AND CONFUSION. 2 PLANES ONE LEVEL AT 90 THE OTHER AT 90 THOUGHT I STOPPED HIM AT 100. HAD TO TAKE EVASIVE VECTORS TO SEPARATE PLANES. TFC MGMNT DID NOTHING TO HELP THE CTLR. THERE WERE 3 DIFFERENT PLANES BY 3 DIFFERENT SECTORS IN 3 MINS.
