Narrative:

I was training on the katalina sector. I had an aircraft VFR overflt at 11500 ft and a B737 climbing to 16000 ft. I issued traffic to both and the VFR reported the B737 in sight. The B737 turned toward the VFR aircraft on the departure but still did not have the VFR in sight. I reiterated to the B737 that the VFR had him in sight. IFR must have had an RA because he suddenly descended; but made no announcement of the maneuver to me. Basically; if I had turned the VFR even 10 degrees left there would have been no conflict; or if I had held B737 to 11000 ft; there would also have been no problem. I was kind of amazed (and frustrated) that my instructor let it get to that critical a level without saying anything; but she was trying to make an example of the situation. All in all; I had a lapse in judgement that probably scared the B737 pilots and maybe their passenger.

Title: SCT DEVELOPMENTAL CTLR DESCRIBED CONFLICT AS VFR OVER FLIGHT AND IFR DEP ACFT CONFLICTED AT APPROX 11000 FT. VFR ACFT SIGHTED IFR TFC.

Narrative: I WAS TRAINING ON THE KATALINA SECTOR. I HAD AN ACFT VFR OVERFLT AT 11500 FT AND A B737 CLBING TO 16000 FT. I ISSUED TFC TO BOTH AND THE VFR RPTED THE B737 IN SIGHT. THE B737 TURNED TOWARD THE VFR ACFT ON THE DEP BUT STILL DID NOT HAVE THE VFR IN SIGHT. I REITERATED TO THE B737 THAT THE VFR HAD HIM IN SIGHT. IFR MUST HAVE HAD AN RA BECAUSE HE SUDDENLY DSNDED; BUT MADE NO ANNOUNCEMENT OF THE MANEUVER TO ME. BASICALLY; IF I HAD TURNED THE VFR EVEN 10 DEGS L THERE WOULD HAVE BEEN NO CONFLICT; OR IF I HAD HELD B737 TO 11000 FT; THERE WOULD ALSO HAVE BEEN NO PROB. I WAS KIND OF AMAZED (AND FRUSTRATED) THAT MY INSTRUCTOR LET IT GET TO THAT CRITICAL A LEVEL WITHOUT SAYING ANYTHING; BUT SHE WAS TRYING TO MAKE AN EXAMPLE OF THE SITUATION. ALL IN ALL; I HAD A LAPSE IN JUDGEMENT THAT PROBABLY SCARED THE B737 PLTS AND MAYBE THEIR PAX.
