Narrative:

Aircraft called me while I was working the mateo sector with 2 other sectors combined up. He stated he was VFR looking for his IFR flight plan en route to myef. The arrival data position tried to locate this flight plan and was unable to find a flight plan entered for this aircraft. The pilot stated that he had filed with mia FSS station. At the time I had about 11 other aircraft on the frequency and I told him to stand by with his information until I had the time to spare to help him. When I had a break in traffic I took all the information from the pilot and dab entered a flight plan into the system so that he may continue his flight. This is becoming more and more of an occurrence; missing flight plans; and with this flight we do not have direct communications to mia to find out the status of the missing flight plan. It is becoming more and more obvious that the FSS's are failing in the service to the flying public and ATC is expected to pick up pieces to correct their mistakes. Had I been busier; a pilot would have been denied the service that I did provide mainly because I would not have the time to do someone else's job along with my own.

Title: DAB CTLR VOICED CONCERN REGARDING THE APPARENT FAILURE OF MIA FSS TO PERFORM THEIR DUTIES; ADDING TO THE WORKLOAD OF ATC.

Narrative: ACFT CALLED ME WHILE I WAS WORKING THE MATEO SECTOR WITH 2 OTHER SECTORS COMBINED UP. HE STATED HE WAS VFR LOOKING FOR HIS IFR FLT PLAN ENRTE TO MYEF. THE ARR DATA POS TRIED TO LOCATE THIS FLT PLAN AND WAS UNABLE TO FIND A FLT PLAN ENTERED FOR THIS ACFT. THE PLT STATED THAT HE HAD FILED WITH MIA FSS STATION. AT THE TIME I HAD ABOUT 11 OTHER ACFT ON THE FREQ AND I TOLD HIM TO STAND BY WITH HIS INFO UNTIL I HAD THE TIME TO SPARE TO HELP HIM. WHEN I HAD A BREAK IN TFC I TOOK ALL THE INFO FROM THE PLT AND DAB ENTERED A FLT PLAN INTO THE SYS SO THAT HE MAY CONTINUE HIS FLT. THIS IS BECOMING MORE AND MORE OF AN OCCURRENCE; MISSING FLT PLANS; AND WITH THIS FLT WE DO NOT HAVE DIRECT COMS TO MIA TO FIND OUT THE STATUS OF THE MISSING FLT PLAN. IT IS BECOMING MORE AND MORE OBVIOUS THAT THE FSS'S ARE FAILING IN THE SVC TO THE FLYING PUBLIC AND ATC IS EXPECTED TO PICK UP PIECES TO CORRECT THEIR MISTAKES. HAD I BEEN BUSIER; A PLT WOULD HAVE BEEN DENIED THE SVC THAT I DID PROVIDE MAINLY BECAUSE I WOULD NOT HAVE THE TIME TO DO SOMEONE ELSE'S JOB ALONG WITH MY OWN.
