Narrative:

I was performing my duties as an airport line man and inspecting runway xx. I turned on my beacon and made the announcement that I was entering runway xx for runway inspection. As I was proceeding west to east about 250 yards down the runway; all of a sudden an aircraft buzzed directly over my head. Upon looking out my rear window to see what it was; I could tell it was more than 50-75 ft directly above my vehicle. I immediately exited the runway and tried to contact the aircraft several times; but there was no response. The aircraft made a right turnout and then downwind for runway xx. When he turned base for runway xx; he finally made a call on his radio. I asked him if he was monitoring the unicom frequency at which he replied 'no; I was on another frequency. I thought my gear wasn't down and was confirming its condition with somebody on another channel.' I asked him if he saw me on the runway; to which he replied 'yes.' he then asked if I was off the runway and I said I am now! After he landed; I continued my inspection of the runway and came back to the aircraft; but the crew was gone. The aircraft is a bonanza A-36. I honestly believe he was playing 'let's buzz the airport guy.' there were no other aircraft in the area to verify his so-called gear problem; and no one on the ground that I could see. The fact that he knew I was upset and that he didn't hang around tells me he's nothing but a coward. I don't know what can be done about this or if anything can. But I do think he should have to answer to somebody.

Title: ARPT LINE MAN REPORTS A BE36 MADE A LOW PASS OVER HIS VEHICLE WHILE HE WAS INSPECTING A RUNWAY.

Narrative: I WAS PERFORMING MY DUTIES AS AN ARPT LINE MAN AND INSPECTING RWY XX. I TURNED ON MY BEACON AND MADE THE ANNOUNCEMENT THAT I WAS ENTERING RWY XX FOR RWY INSPECTION. AS I WAS PROCEEDING W TO E ABOUT 250 YARDS DOWN THE RWY; ALL OF A SUDDEN AN ACFT BUZZED DIRECTLY OVER MY HEAD. UPON LOOKING OUT MY REAR WINDOW TO SEE WHAT IT WAS; I COULD TELL IT WAS MORE THAN 50-75 FT DIRECTLY ABOVE MY VEHICLE. I IMMEDIATELY EXITED THE RWY AND TRIED TO CONTACT THE ACFT SEVERAL TIMES; BUT THERE WAS NO RESPONSE. THE ACFT MADE A R TURNOUT AND THEN DOWNWIND FOR RWY XX. WHEN HE TURNED BASE FOR RWY XX; HE FINALLY MADE A CALL ON HIS RADIO. I ASKED HIM IF HE WAS MONITORING THE UNICOM FREQ AT WHICH HE REPLIED 'NO; I WAS ON ANOTHER FREQ. I THOUGHT MY GEAR WASN'T DOWN AND WAS CONFIRMING ITS CONDITION WITH SOMEBODY ON ANOTHER CHANNEL.' I ASKED HIM IF HE SAW ME ON THE RWY; TO WHICH HE REPLIED 'YES.' HE THEN ASKED IF I WAS OFF THE RWY AND I SAID I AM NOW! AFTER HE LANDED; I CONTINUED MY INSPECTION OF THE RWY AND CAME BACK TO THE ACFT; BUT THE CREW WAS GONE. THE ACFT IS A BONANZA A-36. I HONESTLY BELIEVE HE WAS PLAYING 'LET'S BUZZ THE ARPT GUY.' THERE WERE NO OTHER ACFT IN THE AREA TO VERIFY HIS SO-CALLED GEAR PROB; AND NO ONE ON THE GND THAT I COULD SEE. THE FACT THAT HE KNEW I WAS UPSET AND THAT HE DIDN'T HANG AROUND TELLS ME HE'S NOTHING BUT A COWARD. I DON'T KNOW WHAT CAN BE DONE ABOUT THIS OR IF ANYTHING CAN. BUT I DO THINK HE SHOULD HAVE TO ANSWER TO SOMEBODY.
