Narrative:

A PC12 called mizzu approach requesting an IFR clearance off of aiz. The controller advised him that there were 2 flight plans in the system for him -- 1 to mynn and 1 to mybc. The pilot said he had advised FSS to remove the incorrect (mybc) flight plan when he filed the mynn one. FSS had not removed the mybc flight plan and; because it had been filed first; that was the one that activated when the aircraft became airborne; causing confusion and excess coordination with the center. During that 1/2 hour; there were 2 flight plans not filed by FSS and 1 duplication of flight plans with incorrect airport idents. The privatization of FSS has greatly increased the workload of the terminal ATC controllers and greatly decreased the level of safety and services provided to air traffic. If a controller is 'heads down' typing in a flight plan instead of watching his or her radar scope; the margin of safety is greatly reduced.

Title: SGF CTLR EXPRESSED CONCERN REGARDING FSS OPS NOTING SEVERAL INSTANCES OF FSS FAILING TO PERFORM RESPONSIBILITIES REFERENCE FLT PLAN FILING(S).

Narrative: A PC12 CALLED MIZZU APCH REQUESTING AN IFR CLRNC OFF OF AIZ. THE CTLR ADVISED HIM THAT THERE WERE 2 FLT PLANS IN THE SYS FOR HIM -- 1 TO MYNN AND 1 TO MYBC. THE PLT SAID HE HAD ADVISED FSS TO REMOVE THE INCORRECT (MYBC) FLT PLAN WHEN HE FILED THE MYNN ONE. FSS HAD NOT REMOVED THE MYBC FLT PLAN AND; BECAUSE IT HAD BEEN FILED FIRST; THAT WAS THE ONE THAT ACTIVATED WHEN THE ACFT BECAME AIRBORNE; CAUSING CONFUSION AND EXCESS COORD WITH THE CTR. DURING THAT 1/2 HR; THERE WERE 2 FLT PLANS NOT FILED BY FSS AND 1 DUPLICATION OF FLT PLANS WITH INCORRECT ARPT IDENTS. THE PRIVATIZATION OF FSS HAS GREATLY INCREASED THE WORKLOAD OF THE TERMINAL ATC CTLRS AND GREATLY DECREASED THE LEVEL OF SAFETY AND SVCS PROVIDED TO AIR TFC. IF A CTLR IS 'HEADS DOWN' TYPING IN A FLT PLAN INSTEAD OF WATCHING HIS OR HER RADAR SCOPE; THE MARGIN OF SAFETY IS GREATLY REDUCED.
